About this Role:

The Website Content Designer plays a key role in shaping the information Californians rely on when seeking health care guidance from DHCS. As part of the Digital Media Section’s web team within the Office of Communications, you will design, write, and maintain clear, accessible, user-focused content on the DHCS public website.

Most of your daily work will center on content design:

  • Writing and editing content using plain language
  • Improving page structure and usability
  • Collaborating with program staff to translate complex information into content the public can understand
  • Ensuring accessibility and consistency across DHCS webpages
  • Building and updating pages within the department’s content management system

You will also support DHCS’ transparency initiatives, including maintaining content required under federal regulations such as the CMS Final Rule. These updates are important to DHCS’ public obligations and fit naturally into the team’s broader responsibility to publish accurate, high-quality health information.

This position is an excellent fit for someone who loves crafting clear content, is curious about how websites work, and enjoys exploring tools, plugins, and CMS features to contin uously improve the website.

Statement of Qualifications Requirement Section


Applicants must submit a Statement of Qualifications (SOQ) as part of their application package. The SOQ is a narrative discussion in which applicants demonstrate how their background and experience prepare them for this role. Resumes and cover letters do not replace the SOQ. Applicants who fail to submit an SOQ may not be considered.


Formatting Requirements

Please submit a document that is no longer than three pages, double spaced, in 12 point Courier New font, with numbered responses and your full name and Job Control Number at the top of each page.


SOQ Questions

1. Describe your experience creating or improving public facing content. Include the types of audiences you supported and the tools or processes you used.

2. Explain a time when you worked with subject matter experts (SMEs) or program staff to turn complex or technical information into content the public could easily understand. What was your role, and what was your approach?

3. Describe your experience working in content management systems (CMS), such as WordPress, SharePoint, Sitecore, or others. Include any examples of building pages, updating layouts, managing components, or supporting large websites.

4. Describe a time when you learned or explored a new feature, setting, or workflow in a content management system or digital tool to help improve content quality, fix a display or formatting issue, or make your publishing process more efficient. What motivated you to explore it, and what did you learn?

Candidates who do not complete and submit an SOQ may not be considered for this position.

Content & Communication Skills

  • Ability to write and edit clear, user - focused content for public audiences
  • Experience applying plain language and accessibility principles
  • Skill in organizing complex information into intuitive layouts and page structures
  • Strong attention to detail and ability to manage multiple projects and deadlines

Technical & CMS Skills

  • Experience working in a content management system
  • WordPress experience is highly desirable, including comfort with themes, plugins, troubleshooting, or workflow improvements
  • Curiosity and initiative in exploring tools or features that make web content more accurate, accessible, or efficient
  • Ability to identify and resolve display, formatting, or structural issues in web content

Collaboration & Transparency Work

  • Ability to work with subject matter experts to gather, interpret, and publish information
  • Interest in supporting DHCS’ federal transparency responsibilities, including CMS Final Rule updates
  • Strong communication and partnership-building skills with technical and non - technical staff

Telework & Salary Information

Telework

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Beginning July 1, 2026, pursuant to Executive Order N-22-25 issued March 3, 2025, and California Department of Human Resources (CalHR) Statewide Guidance issued March 5, 2025, DHCS team members generally will be required to report in-person a minimum of four days per week unless exempted/excepted.

Personal Leave Program (PLP) 2025 Agreement

Salary : Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
