JOB SUMMARY:

Community Forward SF (CFSF) is hiring a Director of Clinical Services (DCS) for our new Permanent Housing Advanced Clinical Services (PHACS) program. The program provides wrap-around mental and behavioral health services for residents in permanent supportive housing sites across San Francisco.

The Director of Clinical Services will oversee the daily operations of PHACS clinical staff, complete monthly reports, provide professional development and training to CFSF team members, maintain client records, ensure compliance and quality improvement of clinical documentation, and facilitate individual and group clinical supervision sessions. The director may also support group and individual counseling sessions for high-acuity clients as needed.

ESSENTIAL JOB FUNCTIONS:

  • Oversee daily operations of clinical services in the PHACS program, including
    • Management of referrals from the Department of Public Health and caseload assignment
    • Daily PHACS team huddle
    • Daily Program Leadership huddle
    • Coordination of staff schedules and daily activities
    • Weekly staff meeting
    • Staff supervision, including individual and group supervision for program clinicians.
  • Review progress notes, assessments, and treatment plans of care to ensure compliance and quality assurance of documentation; co-sign documentation for clinicians with associate-level licensure.
  • Assist in monthly chart review & quality assurance processes to maintain accurate and timely client records.
  • Assist in the development and maintenance of all program policies, procedures, and goals regarding Units of Service, Performance Objectives, and Staff Activities.
  • Complete staff evaluations at intervals designated by human resources.
  • Oversee correct and timely punch-in/punch-out and submission of employee hours to payroll.
  • Initiate progressive disciplinary action, when appropriate.
  • Provide program orientation to newly hired team members and support ongoing staff training and continuing education
  • Complete monthly PHACS reports.
  • Respond to grievances and client concerns.
  • Interact effectively with internal and external partners including city departments, other treatment providers, funders, volunteers and potential donors, including the SFDPH PHACS team.
  • Participate in leadership meetings and trainings as scheduled/assigned.
  • Other duties as assigned.

BACKGROUND & EXPERIENCE:

  • Master’s degree or higher in Social Work, Counseling, Psychology, or related human service field
  • Registration with the Board of Behavioral Sciences or Board of Psychology as an LCSW, LMFT, LPCC, or Licensed Psychologist.
  • Licensed for two years & able to provide Supervised Professional Experience (SPE) to clinicians and interns.
  • License in good standing with the appropriate board of regulation.
  • Supervision credential and 5150 authorization within 90 days of hire, if not already obtained.
  • Two years minimum experience in individual and group counseling and client caseload management.
  • Experience providing managerial oversight and individual supervision
  • Extensive understanding of homelessness, trauma, DV/IPV, HIV/AIDS, mental health disorders, neurodiversity, and systems of oppression.
  • Thorough understanding of harm reduction, substance use disorder, and recovery.
  • Ability to educate, teach, train, and evaluate clinical staff.
  • Ability to engage with others in a positive, energetic, helpful, and trauma-informed manner.
  • Ability to manage multiple projects at once
  • Experience working with people from various cultures and backgrounds.
  • Proficiency with Office and G-Suite. Ability to work in a networked computer environment.
  • CPR and First Aid certification within 90 days of hire.
  • TB clearance and proof of COVID-19 vaccination within 7 days of hire.

  • Excellent written and oral communication skills
  • Knowledge of San Francisco community resources and neighborhoods
  • Knowledge and familiarity with San Francisco billing database (Epic)

PHYSICAL REQUIREMENTS:

  • Ability to stand and walk as needed throughout the shift for extended periods of time.
  • Ability to lift up to 50 lbs.
  • Ability to sit and use a computer, including keyboard and visual display terminal, for extended periods of time.
  • Finger, hand, and wrist agility.
  • Ability to complete tasks in an environment where interruptions are the norm and background noise is present.
  • Ability to move through buildings commonly including stairs, between buildings, and out in the community.
