This position is eligible for a hybrid work schedule within California based on departmental policy and operational needs. The telework policy is subject to change depending on business needs, and/or reporting to the work site may be required with minimal notification given.

Under the general direction of the Information Technology Manager (IT Mgr I) CALNET Program Management, the Information Technology Specialist II (IT Spec II) performs as a 2nd level lead over technical lead analysts in the section. The IT Spec II shall provide leadership and direction to staff responsible for the execution, administration and management of a large portfolio of statewide technology contract, which provide telecommunications and network services to State and local government entities, including California Department of Technology (CDT}. The IT Spec II shall be responsible for leading the most complex vendor and contract management activities, communications, procurement projects, and program policy responsibilities. The IT Spec II performs as a lead program consultant to State of California agency executives, Statewide Technology Procurement (STP) management, CALNET Contractors, CDT legal counsel, local governments, private industry and CDT technical and management staff addressing. The IT Spec II must identify and recommend solutions to critical statewide contract and program issues impacting the performance and delivery of statewide telecommunications systems. The IT Spec II uses sophisticated judgment, makes high level decisions, is results-oriented, represents the program on statewide and department special projects, implements strategic telecommunications initiatives, evaluates technologies, and develops standards for the State of California.


This position is designated under the Conflict of Interest Code. The position is responsible for making, or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirement may void the appointment.

Working Conditions

CA Residency:

Candidates who reside outside of the State of California may be admitted to the job interview. However, upon a job offer, candidates must provide proof of residence in California prior to their appointment becoming effective, or the offer may be rescinded.

Located in Rancho Cordova, but may occasionally attend customer meetings or meetings at Headquarter location offsite. Carry a mobile device during working hours, and will work evenings and weekends as required to ensure success of CALNET program. Must be able to work independently and in a team environment. Work effectively with a wide variety of people and personality types.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Thorough understanding and strong experience with State of California contracting principles, policies, directives and manuals
  • Experience performing in a lead role which includes allocating and managing workload of multiple staff while also providing training to ensure understanding
  • Knowledge of telecommunications and networking technologies
  • Ability to effectively manage vendors and validate vendor deliverables
  • Ability to develop and write technical or administrative requirements with a strong understanding of network and telecommunications service delivery and functionality
  • Ability to develop and write administrative and business processes and procedures
  • Utilize effective interpersonal and leadership skills to establish and enable valuable relationships between internal and external entities
  • Ability to analyze information and situations. reason logically, identify and solve problems, draw valid conclusions and develop effective solutions
  • Knowledge of project management concepts, principles, practices, and processes and experience developing and using project management charters, work breakdown schedules, plans, schedules, risk and issue analysis
  • Proficient in MS Suite including Project, PowerPoint, SharePoint and Visio
  • Ability to provide quality customer service to internal and external customers
  • Understanding of State and Federal oversight organizations and their policies and source documents related to information technology and telecommunications
  • Experience with IT Systems Development Life Cycle work processes
