Job Description and Duties

Under direction, the Data Reporting Analyst (Analyst II) independently researches, analyzes, and makes recommendations on complex financial and performance reports. The incumbent leads collaborative efforts to close data gaps, update tracking matrices, and improve collection methods to ensure compliance with program requirements. Additionally, they take the lead on multi-disciplinary projects and managerial issues to enhance the quality of final authority documentation. Conducts rigorous analytical studies to formulate actionable procedures, program alternatives, and operational policies. Validates data integrity, performs comprehensive program evaluations, and diagnoses complex budgetary and administrative issues. Evaluates the operational and financial impacts of proposed legislation, plans and executes technical training, and serves as a lead field representative in high-stakes intergovernmental negotiations. Additionally, the incumbent will prepare, review, and monitor Finance and Audit Committee reports, monthly and ad hoc reports, and coordinate materials for meetings with Executive Management, the Authority Board, staff, and stakeholders.

Working Conditions

Part-time telework is available for this position for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.

While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incumbent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Employees may be required to travel outside of their workstation to perform general tasks.

Special Requirements

A Statement of Qualifications (SOQ) is required for this position. An SOQ is a narrative that describes your qualifications for this position. The SOQ must be no more than two (2) pages, 12-point font, organized and numbered as reflected below. You must respond to all the following items. 1. Describe your experience preparing, transforming, reviewing, and validating recurring reports (Daily and Monthly). In your response, include specific examples demonstrating your ability to analyze data from multiple sources to ensure accuracy and transparency in reporting. Discuss how you have identified irregularities in data and independently or collaboratively found resolutions. Reference any tools, methodologies, or analytical techniques you have used, including process improvements or development of new analytical tools.

2. Describe your experience using Microsoft Excel to analyze data and support decision-making. In your response, include specific examples of the Excel functions, formulas, or tools you have used (such as pivot tables, lookup functions, charts, macros, or data validation) and explain how your work improved outcomes or solved a problem.

3. Provide examples of your experience conducting invoice reviews, expenditure tracking, or financial data mining. What were the metrics used to evaluate the invoices. Describe how you ensured compliance with internal controls and organizational standards.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience with data entry, analysis, and validation.

• Experience with financial and/or performance reporting and budgets.

• Experience creating and reviewing data sets and dashboards using Power BI, Power Query or similar tools and/or software.

• Experience with the Microsoft Office suite. (Word, Excel, Outlook, PowerPoint, etc.)

• High level of proficiency with complex formulas, pivot tables, charts, graphs, and queries in MS Excel.

• Experience working collaboratively in a team setting.

• Excellent attendance.

• Excellent communication skills, both written and oral, and the ability to work cooperatively with stakeholders, other governmental agencies, and individual citizens.

• Demonstrated ability using good judgement and communication skills.

• Ability to maintain organizational relationships both internally and outside of the organization.

• Experience reviewing contract invoices and performing expenditure data mining to complete assigned tasks.

• Experience within process improvement including identifying data gaps, developing analytical tools, and enhancing reporting methods.
