Under the direction of the Health Management Unit (HMU) Supervisor I, the Analyst II serves as the Department’s lead consultant for the Workers Compensation/Return-to-Work, Health Benefits, Disability and Fitness for Duty Consultant. The Analyst II performs a variety of analytical and technical responsibilities of routine and complex difficulty at the journey level pertaining to the workers compensation/return-to-work programs, Family Medical Leave Act (FMLA), Paid Family Leave (PLF), California Family Rights Act (CFRA), State Disability Insurance (SDI), Non-Industrial Disability Insurance (NDI) and NDI-Family Care Leave (NDI-FCL) programs; and health benefits- Health, Dental, Premier Vision programs. The incumbent performs more complex and routine responsibilities utilizing good judgement, fair and consistent practices, analyzing and applying state and federal laws and Department and control agency rules and regulations. The Analyst II conducts research, reviews and processes requests, makes recommendations, and prepares written correspondence engaging with internal and external customers regarding the workers compensation/return-to work, health benefits, disability, fitness for duty and other HMU programs. The Analyst is responsible for serving as the subject matter expert, training internal and external customers regarding processes and procedures pertaining to Workers Compensation/Return-to-Work, Health Benefits, disability, and fitness for duty. Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent must live and work in California. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time.Multiple vacancies may exist.

Working Conditions
The majority of the work week will take place in the following locations: a DOR open office setting in a cubicle environment and/or at an approved alternate work location. The incumbent must have the ability to work in an office setting for up to 40 hours per week and remain at a workstation for extended periods while utilizing a personal computer with Microsoft office Suite software applications in the Windows environment, peripherals, and other office equipment with or without reasonable accommodations. Strong interpersonal skills are required to interact effectively with colleagues, the public, and other stakeholders.

Based on your understanding of the duty statement, describe in detail your experience, educational background, and qualifications as it relates to the duties for this position, with emphasis on experience related to personnel and workers’ compensation, which you believe makes you the most qualified for this position.
2. Describe in detail your experience that demonstrates knowledge of CalHR as well as its major partners, including the State Personnel Board (SPB), CalPERS, Employment Development Department (EDD), State Compensation Insurance Fund (SCIF), and State Controller’s Office (SCO), including experience representing the organization to these entities as well as partnering with other departments.
3. Describe in detail your experience, educational background, and qualifications as it relates to Workers’ Compensation, Reasonable Accommodations, (Family Medical Leave Act (FMLA)/California Family Rights Act (CFRA), Leave of Absences, Options Letter, and Fitness for Duty.
4. Describe your experience writing resource and policy documents and applying practices, procedures and policies to support your work and the work of others.
