Under the supervision of the Presiding Workers' Compensation Judge, and receiving general direction from Associate Chief Judge, the Management Services Technician (MST) will learn and perform the less technical semi-professional analytical tasks as it relates to Public Records Act requests received for the assigned district office. The Management Services Technician, serving as the Public Records Act Coordinator, is responsible for effectively responding to Public Records Act (PRA) requests by reviewing and assessing all incoming requests according to the Government Code, Article 6250 on a timely and accurate basis using data and information gathered through research and analysis. Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. Working Conditions
This position is located at:
1515 Clay Street, 6th floorOakland, CA 94612-1519 The incumbent works in an air conditioned office building with natural and artificial lighting as well temperature control. In addition, the incumbent works in a cubicle in close proximity to others. The position is required to work extensively on computers as necessary for drafting documents, conducting research, drafting email communication, and other purposes. Permanent, full-time position
Monday - Friday, 8:00 a.m. to 5:00 p.m. (40-hour work week)
Special Requirements
The incumbent must possess the ability to learn the Public Records Act, Labor Code, regulations and court rules and communicate them effectively to the public.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Knowledge of spelling, grammar, punctuation, modern English usage and basic Arithmetic.
- Knowledge of principles and processes for providing quality customer service.
- Excellent interpreting skills to accurately interpret written material and numerical data.
- Excellent writing skills to edit written material.
- Excellent communication skills, verbal and written, to ensure quality customer service and to communicate with other staff and those contacted in the work place.
- Excellent organizational skills to prioritize work assignments or projects.
- Proficient computer skills (Microsoft Word and Excel, Outlook).
- Experience interpreting applicable statutes, regulation, and policy.
- Experience communicating effectively with other staff and those contacted in the work place.
- Experience effectively managing multiple priorities.
- Experience being part of a team to collectively accomplish a task.
- Experience working with deadlines to complete work assignments.
