Job Description and Duties

Under the direction of an Administrator I, Data Analytics, and Innovation Section (DAIS), the incumbent will provide analytical and technical support of increasing complexity to the Audit Division. Assignments will include assisting the division with long-range planning, strategies, and evaluation measures. The primary functions are to act as a liaison between Audit and other business areas to provide ongoing support of the section’s models, mainframe applications, web pages, business tools, and operational processes. Assist Data Scientists with data models and reports for their assigned business area within the Audit Division. The incumbent will work collaboratively with business areas, DAIS management, and Data Scientist to research, evaluate, and document available data sources. The Analyst II will utilize reporting and analytic tools available to Audit to support and enhance the business area data analytics. The incumbent will serve as a resource to areas throughout the department, including the Technology Service Division (TSD). These activities require a logical method of analysis and a high level of attention to detail.

Working Conditions
- This position requires 4 or more days in the office per week. It is designated office-centered and may be eligible for some remote work based on departmental guidelines and operational need.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

- Working knowledge of Franchise Tax Board's (FTB) Audit organization, operations, Personal Income Tax (PIT) and Business Entity (BE) tax laws, or similar experience.
- Ability to interpret and apply tax laws to operational models.
- Knowledge of FTB systems such as Taxpayer Information (TI), Business Entities Tax System (BETS), Taxpayer Folder (TPF), Case Management (CM), Tableau, or other similar systems.
- Knowledge of FTB enterprise modeling tools, data sources, and data structures, or similar knowledge.
- Knowledge of FTB Enterprise Intake process, Azure DevOps Server (ADOS), or other similar systems.
- Experience with application development and Software Development Life Cycle (SDLC) process.
- Experience with data exchange, modeling, and reports.
- Ability to write and review business requirements for Audit systems of work.
- Ability to conduct root cause analysis and communicate findings.
- Ability to analyze and evaluate situations, draw sound conclusions, and determine and implement an appropriate course of action.
- Ability to partner effectively with internal and external stakeholders, providing relevant and valuable input.
- Ability to work independently and in a team environment to achieve intended results.
- Ability to serve as a resource for audit program management on special projects requiring independent action, departmental perspective, and effective decision-making.
- Ability to communicate effectively, orally and in writing, in a clear and concise manner.
- Ability to independently plan, prioritize, and organize assignments within tight time frames or competing deadlines.
- Ability to creatively develop alternatives and recommend innovative solutions using strong analytical and research skills.
