Job Description and Duties

The Analyst l/Analyst ll performs average to difficult analytical functions to support the Department's hiring efforts. Duties include reviewing candidate applications to assess reachability and minimum qualifications, addressing detected deficiencies through interaction with the candidate, including a temporary withhold process, creating a defendable justification to support eligible determinations, and responding to State Personnel Board appeals. Utilize the Examination and Certification Online System (ECOS) to facilitate the hiring process to recruit high-quality candidates and ensure the civil service merit system is up.

Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

This position is eligible for hybrid work in accordance with the Governor’s and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.

Please note: Regular commute is not compensable.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience interpreting and analyzing California State Personnel Board classification specifications
• Knowledge and experience with the State of California merit principle and CalHR and SPB laws and rules associated with applicant eligibility
• Experience assessing information, compiling data, and composing a strong written justification to support a conclusion
• Experience or ability to present training to management-level staff
• Ability to overcome obstacles and anticipate challenges
• Ability to multi-task
• Ability to provide appropriate advisement
• Knowledge and experience working with ECOS
• Ability to exercise good judgment, work well under pressure, and meet deadlines
• Excellent verbal and written communication
• Excellent attendance is required
