Job Description and Duties

Do you enjoy working in a fast-paced Remote-Centered environment with variety in your work? The California Department of Insurance (CDI) is seeking a dynamic Analyst II with experience in state government budgeting, procurement, contracts, and fiscal tracking.

The Analyst II independently completes assigned projects related to CPRB (i.e. Procurement, Contracting, Budget) activities, including researching, developing, enhancing, documenting program policies and procedures, and ensuring compliance with the California Department of Insurance (CDI) policy and procedures. The Analyst II supports CPRB staff with communications duties as assigned including staffing press conferences, alerting media, and helping to develop informational materials, including the website, press releases, and media responses.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Statement of Economic Interest (Form 700), which includes an Assuming Office filing within 30 days of appointment, annual filings, and a Leaving Office filing within 30 days of physical separation. Non-compliance with the Conflict of Interest Code requirements may result in the voiding of appointment, financial penalties, or enforcement actions.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program (PLP) 2025 and related Pay Differential 386. PLP 2025 requires employees to receive a reduction in pay in exchange for monthly hours of PLP 2025 leave credits. Working Conditions

  • Incumbent must be able to work in a high-rise office building.
  • Must be reasonably expected to exert up to 40 lbs. of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Involves sitting most of the time, but may involve walking or standing for brief periods of time.
  • Some travel is required within and/or outside the state of California via private or public transportation (i.e., automobile, airplane, etc.) Travel will/may include overnight stay. Overtime will/may be required.
  • Able to travel on short notice, respond to after-hours requests from executives and media, and overtime as needed for emergency/disaster response.
  • Must be flexible to adjust work schedule on short notice.
  • The incumbent may telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience with state government budgeting, procurement, contracts, and fiscal tracking.
  • Experience researching, developing, implementing, and documenting business processes, policies, and procedures.
  • Excellent analytical and problem-solving skills with the ability to identify process improvements and operational efficiencies.
  • Strong written and verbal communication skills, including the ability to draft correspondence, reports, briefing materials, and other professional documents.
  • Experience coordinating multiple projects simultaneously while meeting competing deadlines in a fast-paced environment.
  • Strong organizational skills and attention to detail.
  • Ability to work independently, exercise sound judgment, and handle sensitive or confidential information with professionalism.
  • Experience using Microsoft Office Suite, particularly Excel, Word, Outlook, and PowerPoint.
  • Experience maintaining databases, tracking systems, or records with a high degree of accuracy.
  • Familiarity with media monitoring services, news research, or compiling executive news briefings.
  • Experience working collaboratively in a team environment while providing exceptional customer service to internal and external stakeholders.
  • Ability to adapt quickly to changing priorities and respond effectively in a deadline-driven environment.

  • Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
