Project Delivery Course Developer & Instructor
Job Description and Duties
Under the general supervision of the Chief, Office of Project Delivery Professional Development (PDPD), the incumbent serves as a statewide lead in identifying Project Delivery professional development needs and managing the development of training programs, guidance materials, and continuous improvement initiatives that support successful delivery of the Department’s Capital Outlay Program.
The incumbent functions in various capacities dependent on assignment and Department need. As a project manager for assigned training and guidance initiatives, the incumbent functions as a project manager including the development and updating of Project Delivery courses, workshops, academies, manuals, policies, directives, and related resources. In this capacity, the incumbent leads cross-functional teams, coordinates stakeholders, manages project scope and schedules, and ensures quality and statewide consistency of deliverables.
The incumbent may also serve as the technical subject matter expert for specific content areas. In these assignments, the incumbent applies advanced knowledge of Project Delivery principles and practices to develop, refine, and present technical content. Whether functioning as project manager or technical SME, the incumbent is responsible for ensuring deliverables align with, promote, and exemplify Departmental policies, directives, guidance, strategic objectives, and best practices.
The incumbent collaborates with stakeholders and development teams to identify the most effective training delivery modality for each initiative. Training solutions may be delivered through a variety of formats, including asynchronous online learning, webinars, hybrid delivery models, or in-person instruction, with consideration given to instructional effectiveness, resource efficiency, and statewide accessibility.
This position requires the ability to manage multiple concurrent initiatives of varying complexity while exercising independent judgment, strategic thinking, and effective collaboration across Districts and Divisions statewide.
This position requires initiative, strategic thinking, and strong project leadership skills to synthesize and translate complex Project Delivery challenges into structured learning solutions and continuous improvement efforts.

Working Conditions
Position located at 1120 N St Sacramento, Sacramento County.
Multiple positions may be filled from this recruitment.
The incumbent primarily works in a climate-controlled office environment under artificial lighting, using a computer workstation and standard office equipment. Work may be performed in an office, cubicle, or telework setting consistent with Department policies.
The position requires frequent use of computers and virtual collaboration tools to support meetings, training development, and coordination with stakeholders statewide. The incumbent may participate in virtual and in-person meetings, workshops, academies, and professional development events.
Periodic travel throughout the state may be required to conduct needs assessments, facilitate workshops or academies, coordinate with Districts and Divisions, and support implementation of training and guidance initiatives. Travel may include day trips or occasional overnight stays.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
Special Requirements
Possession of a valid driver’s license is required when operating a State owned or leased vehicle.
This position(s) requires(s) a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers for appointment.

4. Describe a situation where you were assigned a project or responsibility with limited direction or incomplete information. How did you determine what needed to be done, identify the appropriate people or resources to involve, and move the effort forward? What was the outcome?
