Under the general direction of the Staff Services Manager III, the Staff Services Manager II provides oversight and guidance to subordinate staff in the following areas: Transactions, benefits, special leave programs and position control. The incimbant advises and works cooperatively with the department managers and supervisors on the difficult and complex personnel-related issued in a manner consistent with governing laws, rules, regulations and policies.

We offer hybrid work schedule that is consistent with the department’s telework policy.

The Staff Services Manager II works 40 hours, generally in an office setting with elevator access and a cubicle with natural and artificial lighting. The Incumbent in this position as frequent contact with DIR staff, representatives from other State agencies, and the public in person, by telephone, and/or email. Much of this contact is of a sensitive and confidential nature. Being in a stationary positon for long periods of time and extensive use of a computer is required.

This office will be relocating in December 2025, to the New Labor Agency Building in Downtown Sacramento, at 1416 9th Street.

Special Requirements

The SOQ should be typed, no more than two pages in length, no less than 12 point font, and must include a response to each statement below, including specific examples.

  1. Describe your experience leading and performing Human Resource functions such as Pay, transactions, benefits and position control.
  2. Describe your demonstrated ability to effectively lead and manage the workload of a team whose services need to be timely, comprehensive, and exhibit a high quality customer service.
  3. Describe your experience, educational background, and qualifications related to your ability to establish priorities, create work plans, delegate assignments, and track progress to ensure timely and accurate completion of special projects.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Experience supervising and managing a transactions/payroll office
  • Demonstrated leadership capabilities
  • Ability to research, identify, and synthesize complex personnel information
  • Skill in planning and directing the work of multidisciplinary professional and administrative staff
  • Experience analyzing policies, regulations, and procedures
  • Ability to gain the confidence and support of top-level administrators and advise them on a wide range of administrative matters
  • Ability to develop cooperative working relationships with representatives at all levels of government, the public, and internal stakeholders
  • Experience developing and implementing innovative solutions, analyzing complex problems, and effectively recommending courses of action
