In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Typically this work includes serving as the principal combat operations staff officer and overall subject matter expert (SME) on information, fighter, bomber, airlift, and air refueling, rescue or space operations issues (To be creditable, specialized perceived must meet the above quality level requirements). Skill to plan, organize, and direct team study projects, to effectively negotiate with management to accept and implement recommendations which may be in conflict with the desires of the organizations studied. Comprehensive knowledge of the range of administrative laws, policies, directives, and precedents applicable to contingency and real life battle staff planning and execution. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-12 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Joint Doctrine. Must possess knowledge, skills, abilities and demonstrated experience of a current or former fighter aircraft crew member. Knowledge of and skill in using the CTAPS computer program. 2. Ability to communicate effectively orally and in writing. Knowledge of the military exercise program and programs that fall under the Joint Exercise Management Program (JEMP). 3. Knowledge of Joint Service, Air Force, ACC, PACOM and AFRES directives, instructions, procedures, and policies governing battle staff and command, control, and communications, computers and intelligence (C4I). 4. Knowledge of the contingency planning process. Knowledge of unit readiness requirements. 5. Knowledge of Air Force Specialty Code (AFSC) skill level qualifications, update, enhancement, and proficiency training requirements and training documentation requirements for battle staff personnel. 6. Knowledge of Status of Resources and Training System (SORTS). Management and supervision of unit personnel. OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician (ART) position. Incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART; however, the incumbent is assigned non-ART duties not to exceed 30 percent of total responsibilities. Work schedules will be aligned to allow the individual to function fully on unit training assembly (UTA) weekends. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. The incumbent may be required to work overtime to meet workload demands. 2. Position requires the incumbent to obtain and maintain the appropriate security clearance for the position. 3. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY). 4. This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement. 5. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
