Contract and Compliance Specialist

We provide compassionate, evidence-based substance use disorder treatment through a full continuum of services, including outpatient, intensive outpatient, residential treatment, Pregnant and Parenting Women (PPW) programs, adolescent services, and specialized programs for individuals with complex needs. Job Summary:

The Contract and Compliance Specialist supports the Director of Contracts and Compliance in maintaining organizational compliance with federal, state, county, and payer requirements. This role assists in the administration, monitoring, and documentation of contracts, grants, regulatory requirements, and compliance activities across Center Point DAAC programs.

The position plays a key role in ensuring the organization remains audit-ready , maintains accurate documentation, and fulfills contractual obligations associated with funding sources such as county behavioral health contracts, Drug Medi-Cal Organized Delivery System (DMC-ODS) requirements, and other public and private funding streams.

The Contract and Compliance Specialist works closely with program managers, finance, billing, clinical leadership, and administrative staff to support compliance monitoring, contract deliverables, reporting deadlines, and regulatory documentation.



Roles and Responsibilities:

Contract Administration and Monitoring:

  • Maintain a centralized tracking system for organizational contracts, memorandums of understanding (MOUs), and grant agreements.
  • Track key contract deliverables, reporting deadlines, and compliance requirements.
  • Assist with the preparation and submission of required reports to funding agencies and contract partners.
  • Monitor compliance with contract terms, performance requirements, and reporting obligations.
  • Support the review of new contracts, amendments, and partnership agreements.

Compliance Program Support:

  • Assist the Director of Contracts and Compliance with implementation of the organization’s Compliance Program.
  • Support the preparation of compliance reports, internal monitoring activities, and regulatory documentation.
  • Maintain organized compliance records including policies, procedures, monitoring tools, and corrective action plans.
  • Track compliance tasks and deadlines through internal systems and calendars.

Regulatory and Licensing Support:

  • Assist in maintaining compliance with Drug Medi-Cal Organized Delivery System (DMC-ODS) requirements.
  • Support documentation preparation for DHCS licensing and certification reviews, county monitoring visits, and regulatory audits.
  • Assist with tracking regulatory requirements related to Title 9, Title 22, Medi-Cal, and county behavioral health contracts.
  • Maintain documentation required for organizational regulatory compliance.

Utilization Review and Quality Monitoring:

  • Support the administrative functions of the Utilization Review Committee (URC).
  • Assist with document preparation, file tracking, and meeting documentation.
  • Maintain records related to compliance monitoring, corrective action plans, and quality improvement activities.

Grants and Funding Compliance:

  • Assist in monitoring grant compliance requirements including reporting timelines, documentation standards, and funding conditions.
  • Maintain grant tracking tools, funding calendars, and compliance checklists.
  • Support the preparation of grant reports and supporting documentation in collaboration with program staff and finance.

Internal Monitoring and Audit Preparation:

  • Assist with internal compliance reviews and monitoring activities.
  • Maintain documentation required for internal audits, external audits, and county monitoring visits.
  • Support the preparation of materials requested during regulatory reviews or audits.

Training and Administrative Support:

  • Assist with the coordination of compliance-related trainings and staff education activities.
  • Provide administrative and documentation support to the Compliance Committee and related organizational meetings.
  • Maintain compliance training records and documentation.

Education and Experience:

Minimum Qualifications:

  • Bachelor’s degree in public administration, business administration, health administration, social services, or related field preferred.
  • Minimum of three (3) years of experience in compliance, contracts administration, grants management, or related administrative work.

Preferred Qualifications:

  • Experience working in behavioral health or healthcare organizations.
  • Familiarity with Medi-Cal, DMC-ODS, DHCS regulations, or county behavioral health contracts.
  • Experience supporting compliance programs or grant administration in nonprofit organizations.

Physical Requirements:

  • Prolonged periods of sitting and computer work.
  • Ability to attend meetings and trainings at various program locations.
  • Ability to occasionally lift up to 15 pounds.
