After Brightline Florida completed the first passenger rail system connecting Miami and Orlando, Brightline West was formed to connect Las Vegas and Southern California through the nation's first true high-speed, electric passenger rail system. Reaching speeds of more than 186 miles per hour, this 218-mile high-speed rail service will take passengers from Las Vegas to the Greater Los Angeles area twice as fast as the normal drive time.

SUMMARY
We are looking for an experienced Utilities Manager to join our team. This professional will manage and coordinate utility-related activities for the high-speed rail project across California and Nevada. This position involves overseeing all aspects of utility work and ensuring seamless integration with the current engineering and construction phases of the project. The individual will be responsible for maintaining effective communication with utility stakeholders (including federal, state and local governmental agencies; utility companies; and the public), executing agreements and contracts for utility relocations, overseeing engineering design work and construction contractors, supporting land easement and permitting compliance requirements, and managing project timelines and budgets.
PRIMARY RESPONSIBILITIES
- Collaborate and build productive relationships with utility owners who have current assets along the HSR alignment
- Review estimates, pricing, and RFP bids that help lead to agreements and contracts for engineering, procurement, and construction activities
- Collaborate with utility companies, contractors, and engineering teams to ensure timely and efficient utility work
- Oversee and manage project schedule(s), budgets, and risks related to utility work, and coordinate with other stakeholders to minimize impacts to the overall project
- Manage the acquisition of new easement rights and permits for utility relocations, ensuring compliance with regulations and property owners.
- Monitoring of project progress across multiple stakeholders to help meet the project schedule and minimize risk
- Manage contracts and agreements based on scope and budget that help minimize changes to cost and schedule
- Primary point of contact for utility-related matters, facilitating communication between all parties involved, including, but not limited to, Brightline West, local cities, authorities having jurisdiction (Caltrans, Bureau of Land Management, NDOT, etc.), utilities, and contractors.
- Ability to prepare and present critical updates for internal and leadership teams
- Ability to create and maintain critical project documentation, such as engineering plans, specifications, reports, memoranda, etc.
REQUIRED AND PREFERRED EXPERIENCE
- Bachelor's Degree in engineering or construction management preferred
- 5+ years of experience managing large-scale utility relocation projects
- Proficiency in project documentation platforms (e.g. Aconex , Procore, etc.)
- Fluency in Microsoft Office applications (Word, Excel, Visio, etc.)
- Previous experience working with the installation of utility assets
- Successful experience working with acquiring land rights and/or required construction permits
- Demonstrated experience managing cost, schedule, and quality for multiple projects
- Experience working with multiple stakeholders, including utility, contractor, and client individuals
- Previous experience working with engineers, designers, and planners in facilitating efficient designs and plans for construction
