Job Description and Duties

The Industrial Strategies Division within the California Air Resources Board (CARB) is seeking a motivated and experienced professional to help in supporting the deployment of Carbon Capture, Uitlization and Sequestration (CCUS) and Direct Air Capture technologies and projects, as required by Senate Bill 905 (Caballero, 2022). As a Air Resources Engineer (ARE) in the Carbon Strategies Section in the Carbon Management Branch, you will develop policies and the development of regulations for the CCUS Program, a critical strategy helping California meet its carbon neutrality goal. This work supports California's fight against climate change, implementation of the Assembly Bill (2022 AB 32. Scoping Plan, and implementation of Senate Bill (SB 905), (2022, Cabellero) to achieve the climate target in AB 1279. The 2022 AB 32 Scoping Plan and multiple independent scientific and technical analyses are clear that for California to get to carbon neutrality, the State needs to deploy all tools available to both reduce our greenhouse gas (GHG) emissions and to capture and remove carbon dioxide from the atmosphere to achieve carbon neutrality by 2045. CCUS as well as CDR are part of this toolkit, and we expect increasing deployment of CCUS and CDR technologies over the coming decades, particularly as Federal support in the form of tax credits and billions of dollars in funding are deployed from the President Biden’s Infrastructure Investment and Jobs Act as well as the Inflation Reduction Act.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The most competitive candidates will have experience evaluating the energy, GHG, or other environmental outcomes of carbon management technologies, including evaluating emergent or commercialized CO2 capture processes; CO2 transport methods; CO2 utilization approaches; and CO2 storage approaches. The most competitive candidates will possess an education in engineering, petroleum engineering or materials engineering, and a background in CCUS, geology, or oil and gas production and operations.

The most competitive candidates will possess the ability to plan, organize, and perform technical evaluations of highly complex data; write effectively using direct, concise, and non-technical language; successfully negotiate solutions to sensitive issues with tact and diplomacy; think strategically and speak articulately; and recommend and advocate on State policy on climate or air quality related issues.

The most competitive candidates will have knowledge of local, State, and federal programs for climate and air quality; be confident dealing with all levels of management; be comfortable with a flexible management structure based on project teams; readily adapt to changing priorities; and be available to travel as needed.
