Senior Transportation Engineer
Job Description and Duties
Under the general direction of the Supervising Transportation Engineer of the Office of Design South, Peninsula, the incumbent carries out the duties and responsibilities associated with all phases of the project development process. This requires directing the work of engineering staff as well as maintaining close communication and liaison between project team members, and the consultants; Division of Structures, and Headquarters functional units in order to expedite the planning and design process
through early preliminary review, environmental and design studies to completion of Plans, Specifications, and Estimates (PS&E). This includes assigning, scheduling, directing, and supervising work within assigned squads. Assign projects to staff and provide guidance to staff related to the proper use of design standards and project development policies and procedures. Provide guidance to ensure that high quality transportation projects are completed for a variety of highway projects, such as large complex, intermediate, Minor A/B, and Toll Bridge Rehabilitation.
Assure that all such projects will be developed in accordance with Caltrans project development process and in conformance with engineering practices and standards so that the facilities are properly planned and safely designed, and can be properly constructed and maintained. This responsibility includes coordination and review of the highway planning studies and development of the PS&E.

Working Conditions
Position located at 111 Grand Ave., Oakland, Alameda County.
Multiple positions may be filled from this recruitment. While at their base of operation , employee will work in a climate -controlled office under the artificial light. Employee may be required to sit for long periods of time using a keyboard and video display terminal. Employee will also be required to periodically travel and work outdoors, and may exposed to dirt , noise , uneven surfaces, or temperature extremes. Work hours will be set sometime between 6 : 00 a.m . to 6 : 00 p . m . Work outside the normal hours may be required , and vacations may be restricted , during peak times and fiscal year-end closing. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.Special Requirements
- The position requires a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers (PE License).

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
The incumbent is responsible for providing oversight of transportation engineering projects by locals/consultants for compliance with Caltrans Standards and practices or assist in the preparation of PS&E. The incumbent will monitor schedule, cost and quality of deliverables that are provided by consultants. The incumbent will serve as a member of the Project Development Team on major projects. Responsible for decisions on complex technical designs and/or engineering problems, usually of a politically sensitive nature.
The incumbent is assigned as an Alternate Task Manager in Project Resource and Schedule Management (PRSM) for design activities. Cooperate with Project Managers to provide resources, update schedule and manage projects from initiation to closeout phase of the project life cycle. Identify staffing, training and equipment needs for the branch. Provide career development, performance measure, and recommendations for merit salary adjustment. Maintain proper time charging practices and approve staff time reporting.
