About this Role:

Under the supervision of the Staff Services Manager I (SSM I), the Staff Services Analyst (SSA) works on the less complex policy, procedural, research, and developmental assignments related to monitoring the Dental Managed Care (DMC) contractor(s) by ensuring that program policies and/or procedures are being adhered to and that DMC contractors are in compliance with all relative federal and/or State regulatory requirements including the CalAIM 1915(b) - Dental Managed Care Program Improvement, Special Terms and Conditions (STCs).


The SSA also works with other units within Medi-Cal Dental Services Division (MDSD), divisions within the Department of Health Care Services (DHCS), contractors, stakeholders, Federal and State officials, and other interested entities on the 1915(b) dental STCs related to the Medi-Cal DMC contractors.

Under supervision from the a lead analyst or SSM I, the SSA reviews and provides recommendations to management on the less complex policy analysis and interpretation of the 1915 (b) dental STCs and current MDSD practices against these provisions and input into the development of program policies and procedures. Initiates and completes assignments that require program policy interpretation/guidance, contract requirement clarifications, and technical assistance to DMC plans relative to the 1915 (b) dental STCs; reviews and recommends approval and/or denial of contractors' submissions; and prepares written communications to DMC plans on the 1915 (b) dental STC deliverables, policy changes, and/or clarifications. Continually compiles, analyzes, and presents data related to 1915 (b) dental STCs with recommendations made to supervisory and management staff regarding any identified issues. Assists in preparation of talking points for DHCS leadership who may have to testify on matters pertaining to DMC adherence or lack thereof related to the 1915(b) dental STCs at public hearings. Develop responses to public comments. Seeks stakeholder input. Prepares responses to inquiries from Agency, Department of Finance, and the Legislative Analyst's Office.

Working Conditions

This position offers a hybrid work schedule as outlined in the telework information section below; the amount of telework is based on the operational business needs. Telework Information
