THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

This position is considered onsite work four days a week at 1416 9th Street and telework one day a week, on average, dependent on operational needs.

The EDD Workforce Services Branch (WSB) is seeking candidates for an Analyst I/II position in the Special Initiatives Support Unit I within the Central Office Workforce Services Division. In this role, you will support programs that connect Californians to employment and training services. You will coordinate and track multiple assignments, analyze data to support decision-making, manage invoicing and contract activities, prepare reports and correspondence, and collaborate with internal and external stakeholders. This position requires strong organization, critical thinking, attention to detail, and the ability to exercise independent judgment in a fast-paced environment.

This role involves managing multiple assignments, analyzing information to support decision-making, and working with internal and external stakeholders to achieve program objectives. Key responsibilities include coordinating and tracking projects to ensure deadlines and quality standards are met; analyzing data, processes, and program requirements to support recommendations; managing invoicing and expenditure reporting to ensure accurate financial tracking; assisting with contract development and amendments in compliance with policies and timelines; facilitating meetings to support communication and coordination; preparing reports and documentation; and identifying opportunities for process improvement and implementation.

About WSB:

The Workforce Services Branch (WSB) administers the Workforce Innovation and Opportunity Act (WIOA) and Wagner-Peyser (W-P) programs, which support adults, youth, and dislocated workers in preparing for and connecting to employment opportunities. WSB also helps connect employers with qualified job seekers across California. The Branch includes three regional Field Divisions - Los Angeles/Coastal, Northern, and Southern - that deliver workforce services directly to the public. The Central Office Workforce Services Division provides statewide program guidance, policy support, and technical assistance to field staff and WIOA-funded partners. The Deputy Director’s Office oversees personnel operations, risk management, statewide workforce initiatives, and contributes to policy and funding strategy development to strengthen California’s workforce system.

This position is headquartered at the New Labor Agency Building (NLAB), a newly remodeled high-rise building.   • Demonstrated critical thinking skills, including the ability to analyze situations, evaluate options, and make sound, independent decisions.
  • Demonstrated ability to take initiative by independently identifying tasks, issues, or opportunities for improvement and taking appropriate action without waiting for direction.
  • Experience coordinating and monitoring multiple projects or grant-funded programs, ensuring deliverables are completed on time, within scope, and in accordance with established goals, timelines, and procedures.
  • Ability to track progress across multiple assignments, identify risks or delays, and implement corrective actions to support successful project completion.
  • Ability to collect, evaluate, and interpret data to support program and policy decisions, including identifying trends, issues, and recommending solutions.
  • Experience preparing accurate analytical reports, summaries, and presentations for internal and external stakeholders.
  • Working knowledge of Workforce Innovation and Opportunity Act (WIOA) requirements, state-funded workforce initiatives, and related workforce development programs, or ability to quickly learn and apply program and fiscal policies.
  • Understanding of grant management principles, including program coordination, reporting, compliance, and implementation support.
  • Experience reviewing and tracking budgets, expenditures, and invoices to ensure compliance with funding requirements and allowable costs.
  • Ability to analyze fiscal data, identify variances, and support development of budget summaries, forecasts, and financial reports.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) and collaboration tools such as SharePoint and Teams.
  • Experience using project tracking systems, data management tools, or workflow tracking platforms. Familiarity with CalJOBS or similar workforce data systems is highly desirable.
  • Strong written and verbal communication skills, including the ability to draft clear, concise reports, memos, correspondence, and presentations.
  • Ability to tailor communication to diverse audiences, ensuring clarity and understanding across technical and non-technical stakeholders.
  • Strong collaboration and interpersonal skills, with the ability to work effectively with internal teams, external partners, and stakeholders.
  • Demonstrated ability to work independently while maintaining alignment with organizational goals and compliance requirements.
  • Adaptability and willingness to learn new systems, policies, and workforce program requirements in a dynamic environment.
