Job Description and Duties
Position is pending Department of Finance approval.
Under the general supervision of the Deputy District 9 Director for Right of Way, Project & Asset Management, Single Focal Point (SFP), the incumbent serves as the Project Manager (PM) responsible for delivering assigned capital projects, including special or locally funded projects. The PM ensures that each project is completed in accordance with the approved scope, schedule, and budget. The PM has authority over project team members regarding cost, schedule, and coordination of work. The PM will coordinate with local partners and represent District 9 Project Management with transparency and accountability.
As a Senior Transportation Engineer, the PM is accountable for delivering capital projects, including those with significant civil engineering components. This responsibility spans from project initiation through project completion. The PM manages project team members to develop and uphold commitments for costs, schedules, and work coordination, ensuring that quality projects are delivered within approved parameters.
The PM is responsible for monitoring and coordinating activities performed by Capital Outlay functions that support project development. The PM communicates and collaborates with Headquarters and District functions, local agencies, and external stakeholders. The PM keeps the SFP informed of all major issues that cannot be resolved at the Project Manager level.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Special Requirements
A valid certificate of registration as a Civil Engineer issued by the California State Board of Professional Engineers, Land Surveyors, and Geologists is required.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Incumbent should be knowledgeable in all phases of transportation engineering and a comprehensive understanding of the full project development process, including the technical requirements of all functional units that contribute to project delivery; the Capital Project Delivery Process and the policies and practices governing each phase of project development (Public Information, Environmental, Design, Right of Way, Construction); exercise sound judgment and interpersonal skills to effectively represent Caltrans to internal partners, external agencies, and the public, ensuring that projects address community and traveler needs; travel to meet with local transportation partners, address elected officials and the public, and participate in meetings with Regional Transportation Planning Agencies and Metropolitan Planning Organizations; work independently, effectively, and efficiently to coordinate multiple assignments and tasks, while maintaining performance under pressure and meeting tight schedules.
