Staff Air Pollution Specialist

The Fluorinated Gas Reduction Strategy Section (FRSS) in the Research Division of CARB has an opening for a Staff Air Pollution Specialist to develop and implement a comprehensive mitigation program for Fluorinated gases (F-gas), particularly hydrofluorocarbons (HFC). The section is responsible for developing regulatory and non-regulatory measures to reduce emissions of F-gases, which are potent greenhouse gases (GHG), used in a variety of applications and predominantly as refrigerants in refrigeration and air-conditioning systems. In addition, the section leads research efforts to inventory, determine lifecycle impacts as well as identify mitigation strategies for these highly potent GHGs.
The successful candidate will lead the development and implementation of new emission reduction strategies prohibiting high global warming fluorinated gases (F-gases) to meet the legislatively mandated emission reduction targets (SB 1383, SB 32, SB 1206) and long-term carbon neutrality goals (AB 1279). We are particularly interested in candidates with demonstrated experience in developing and managing incentive programs, developing rules and regulations, and evaluating the feasibility of emission mitigation strategies. The successful candidate will assist in incentive program development and management (CARB's F-gas Reduction Incentive Program), development and implementation of regulations to reduce F-gas emissions, assess the use of very low- or no-GWP alternative technologies in HFC sectors (per SB 1206), and prepare briefing papers, incentive program and rulemaking documents. The position requires close interaction, coordination, and teamwork with a broad range of industry experts, trade associations, scientists, engineers, and policymakers, as well as industry, and government organizations.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

The successful candidate will have a strong educational background in science or engineering with general or specific knowledge of incentive programs, climate change and regulatory development. Knowledge of refrigeration and air conditioning systems is highly desirable. The most competitive applicants will have the demonstrated ability to: work effectively and cooperatively with a diverse stakeholder group including the public, government agencies, and research organizations; anticipate program needs and initiate solutions; write concisely and effectively in everyday language; effectively use common software programs; communicate persuasively with agency executives and community members; and elicit cooperation and collaboration from a wide variety of stakeholders. The candidate must also be able to work independently, as a team member, and as a team leader, and have excellent interpersonal skills. The ability to work proactively and efficiently on multiple projects with strict deadlines is expected.
