Training Officer

Job Description and Duties

This position is eligible to telework up to three (3) days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. This is subject to change based on operational need and/or future return to office orders. The successful candidate must reside in California upon appointment.

Under the direction of the Supervisor I, in the DGS University, within the Office of Training and Administrative Standards (OTAS), the Analyst II supports training for DGS employees by developing training plans, coordinating the delivery of external training services, contributing to new course curriculum, delivering training, and utilizing learning management system (LMS) software to plan, deliver, and track DGS training initiatives.

This position may be downgraded to Analyst I for recruitment purposes. If downgraded, duties will be adjusted accordingly.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment.

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience and knowledge of using and administering a Learning Management System. Knowledge of Cornerstone preferred.

• Proficient in the use of training related tools and software, such as webinar or remote meeting software, learning management systems, eLearning authoring software and MS Office Suite and PowerPoint.

• Experience in curriculum development and instructional design.

• Facilitation experience with flexibility to deliver training through different platforms (e.g., classroom, webinar, video, presentations)

• Experience in developing training service contracts including the ability to create and develop scopes of work
