Job Description and Duties
This position is eligible to telework up to three (3) days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. This is subject to change based on operational need and/or future return to office orders. The successful candidate must reside in California upon appointment.

Under general direction of the Staff Services Manager (SSM) I within the Classification and Pay Unit, the Associate Personnel Analyst (APA) is responsible for providing technical expertise, training, guidance, assistance, and support to the assigned Department of General Services (DGS) programs. The APA is responsible to perform complex analytical and technical classification, hiring and certification assignments using a high degree of independent judgement in resolving difficult problems, making decisions in performing a wide variety of duties, and prioritizing workload in order to meet crucial deadlines. The incumbent will independently provide consultation and assistance to DGS programs in the interpretation and application of state civil service laws, rules, regulations, and related departmental policies and procedures pertaining to the classification, hiring and selection process. The incumbent will provide a high level of excellent customer service and initiate or recommend changes that promote innovative solutions to meet departmental and customer needs.
This position may be downgraded to Staff Services Analyst for recruitment purposes. If downgraded, duties will be adjusted accordingly.
Please note: The Associate Governmental Program Analyst eligibility list may be used as an appropriate for the Associate Personnel Analyst. Candidates with Associate Governmental Program Analyst eligibility must also meet the minimum qualifications for the Associate Personnel Analyst classification in order to be eligible for appointment.

Special Requirements

Experience in classification and pay.
Experience analyzing, interpreting, and applying personnel laws, policies, and processes.
Demonstrated experience working cooperatively with control agencies to meet organizational needs.
Ability to effectively resolve complex operational issues.
Experience developing and implementing human resources policies and practices across multiple locations.
Experience handling multiple courses of action simultaneously.
Experience working with stakeholders to resolve sensitive personnel issues.
Ability to express ideas, facts, and information orally and in written form in a clear, organized matter.
