Business Intelligence Specialist
Job Description and Duties
Under direction of the Business Intelligence and Enterprise Data Operations (EDO) Section Chief, the incumbent supports departmentwide data management to provide quality data and data access to the Department of Developmental Services’ (Department) data requesters. The incumbent prepares data extractions and develops data marts, using our enterprise data warehousing solution in support of end user reporting, analysis, and data visualizations. The incumbent works with the business intelligence leads and the data engineering team to develop complex data marts, primarily using T-SQL. The incumbent takes part in quality improvement activities to support data sharing, data ingestion, data transfers between internal and external entities, and data operations within the EDO Section.
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions
Open-spaced partitioned offices. Prolonged periods on a computer.
Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.
Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.
This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.
Special Requirements
The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, include 1-inch margins and be no more than two pages in length. Applicants who fail to answer the questions or submit an SOQ may not be considered.
1. Describe your experience working with data warehousing solutions. Include specific details about your role, primary responsibilities, and the tools or platforms you used.
2. Describe your experience using an IT ticketing system, including the level of customer service you provided. Identify your customers and explain how you prioritized and managed multiple tickets simultaneously.
3. Describe your experience and skills in writing queries, data modeling, and SQL programming.

The MQs will be verified prior to interview and/or appointment. If it is determined that an applicant does not meet the MQs of the classification, the applicant may not be considered and withheld from the eligible list.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of: Database structures, theories, principles, and practices with emphasis on cloud platform; business intelligence development and implementation; data lake, data warehouse, and data mart architectures, dimensional data modeling, and slowly changing data dimensions; evolving industry trends and standards; strong organizational, analytical, and communication skills; writing T-SQL, DAX as well as experience with scripting languages such as JavaScript and Python; implementation, development, and support of Data Visualization tools such as Power BI, Tableau, and AWS services; building and designing business intelligence solutions from a technical or business perspective; installation, configuration, and stabilization of medium to large scale BI/Enterprise Reporting implementations; relational and dimensional modeling, data warehousing concepts, and methodologies; extracting data from mainframe, relational, and other data sources; securing Personal Information (PI), Personal Health Information (PHI) and other confidential data; common data visualization and user interface design techniques.
Ability to: Work both independently and in a team environment; complete work assignments in an effective, accurate, and timely manner; perform data analysis on complex data models; write complex T-SQL queries; develop data marts for delivery and reusability; analyze situations accurately and take effective action; reason logically and creatively and draw valid conclusions; foster commitment and trust; facilitate open exchange of ideas and opinions; make effective presentations to individuals or groups and perform completed staff work.
