IT Manager I – Quality Assurance (QA) Policy

State Fund is seeking an experienced and forward-thinking IT Manager I (QA Policy) to lead our Quality Assurance function—an essential part of delivering reliable, high-performing technology solutions that support California employers and employees.


About the Role


The IT Manager I oversees the QA Policy team responsible for ensuring quality, consistency, and reliability across applications, components, and system interfaces. This role partners closely with Development, DevOps, Data Management, Network Operations, offshoring partners, and consultants to drive automation, manage testing activities, and strengthen enterprise quality practices.


Key Responsibilities

  • Lead the QA Policy team and guide statewide QA practices and methodologies.
  • Oversee the implementation of automation, including employee training and system/application testing.
  • Ensure QA alignment with organizational priorities, quality standards, and regulatory requirements.
  • Collaborate with cross-functional IT teams on testing readiness, system reliability, and process improvements.
  • Provide leadership, direction, and strategic recommendations to strengthen overall product quality and customer experience.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable The salary range(s) included on this job posting do not reflect the reduction in pay.
