Lead Regulatory Policy Analyst
Job Description and Duties
Under general direction of the Supervisor II of the Patient Data Section, the Analyst III serves as the lead regulatory policy analyst for the section and independently manages the development, analysis, and implementation of complex rulemaking proposals. The incumbent independently plans, researches, drafts, and finalizes regulatory packages in compliance with applicable statutes, administrative requirements, and departmental policies and provides advanced consultative expertise to section management on regulatory interpretation, policy development, and compliance matters. Work is performed with a high degree of independence, discretion, and sound judgment.
In the Department of Health Care Access and Information (HCAI) Office of Health Information (OHI) work environment, staff handle confidential patient data. The Analyst III ensures all regulatory work complies with laws and HCAI policies governing the collection, use, disclosure, and safeguarding of confidential data. Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- 4 years experience coordinating and managing complex regulatory processes including development of rule making packages and interaction with external stakeholders.
- 4 years experience interpreting and applying state and federal statues, regulations, and policies related to health care programs, data reporting, or regulatory compliance.
- 4 years experience analyzing or disseminating confidential healthcare data, including International Classification of Diseases and Current Procedural Terminology coding systems and conventions
- Knowledge of state rule making requirements, including the regulatory process outlined by the California Office of Administrative Law and the California Administrative Procedure Act.
- Demonstrated ability to lead complex projects, provide guidance to staff, and track deliverables to completion.
- Strong analytical and problem-solving skills with the ability to research complex policy issues and develop clear recommendations for leadership.
- Demonstrated written and verbal communication skills, including outreach to stakeholders, preparing documents, issue papers, and/or executive-level briefings.
- Knowledge of health care data systems, reporting requirements, and data standards (e.g., patient encounter or hospital discharge data).
