Job Description and Duties
Under the general direction of the Assistant District Budget Manager, a Supervisor I, the Analyst II provides complex analytical staff work for the Office of Budgets and District Divisions. Responsible for the District's Program involving movements, tracking of positions, monitoring funds, including unit changes, leaves of absence, limited term positions, promotions, separations, reorganizations and various reconciliations. Must have knowledge in the use of computer applications such as Adobe Live Cycle, Adobe Acrobat, APEX, Word, Excel, Access, Visio, PowerPoint, and Filemaker Pro.
Functions independently as the Resource Management analyst utilizing various resources available to the District, including the Person on Board Equivalent (POBE) database, Position Tracking Automated System (PTAS) Database, and Cost Center Unit numbers in AMS Advantage. The duties include reconciling the POBE database and PTAS with the Divisions and Budgets Analyst. Identify and resolve any position related discrepancies with Headquarters (HQ). Responsible for maintaining the District's Position Action Request Form (PARF) controlled numbering system and distributes PARF numbers as needed. Monitor, analyze and produce reports reflecting district vacancies, employees in the various divisions, limited term positions, summaries by Programs, allocations by Programs, Cost Center reports, and reconciling any discrepancies.

Working Conditions
Position located at 464 W 4th St San Bernardino, CA 92401, San Bernardino County.
Multiple positions may be filled from this recruitment.While at their base of operations, employees will work in a climate-controlled office under artificial light. However, due to periodic problems with the heating and air conditioning, the building temperatures may fluctuate. Overtime may be required, and vacations may be restricted, during peak time and fiscal year-end closing. Some in-state travel may be required to attend conferences and meetings.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Principles of basic accounting, including but not limited to experience analyzing and tracking allocations.
• Ability to manage multiple projects and prioritize tasks in a fast-paced environment.
• Ability to exercise discretion, sound judgment, and tact in handling confidential matters.
• Computer proficiency and knowledge of various computer software applications such as Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Microsoft Outlook, and the Internet.
• Ability to reason logically, creatively, and utilize a variety of analytical techniques to resolve complex problems.
• Ability to learn records retention requirements and compliance with the Records Management Act.
• Perform both independently and in a cooperative team environment
• Ability to be flexible and adaptable.
• Review and edit reports, establish and maintain priorities, and develop and effectively utilize all available resources.
• Ability to develop and evaluate alternatives; analyze data, and present ideas.
• Knowledge and understanding of the State's policies, and procedures.
