Job Description and Duties
Effective July 1, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires each full-time employee in Bargaining Unit 19and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by 3 percent and will receive 5 PLP 2025 leave credits monthly through June 2027. Salaries do not reflect the recent changes. Part-time employees are subject to the same conditions as full-time employees, on a prorated basis equivalent to their time-base. Permanent intermittent employees are subject to the same condition as full-time employees, based on the number of hours worked in the pay period.

Under the general direction of the Supervising Psychiatric Social Worker, the Clinical Counselor (CC), works in Medical Services, Integrated Care & Complex Patient Populations Division. The CC applies counseling interventions and psychotherapeutic techniques within the scope of applicable Business and Professions Code(s) and license, for the purpose of treating incarcerated individual’s with Substance Use Disorder (SUD) and the effectiveness of preventative skills and behaviors developed for wellness. The CC performs assessments that assist with and facilitates transitional care planning and coordination that links incarcerated patients with resources.
Minimum Qualifications: Education: Possession of a master's or doctoral degree in counseling or psychotherapy in content and meets the requirements stipulated in Business and Professional Code 4999.32 .
Possession of a valid license as a Licensed Professional Clinical Counselor issued by the California Board of Behavioral Science. Applicants who do not qualify for licensure by the California Board of Behavioral Science may be admitted into the examination and may be appointed but must secure a valid license within four years of appointment; however, an individual can be employed only to the extent necessary to be eligible for licensure plus one year.
Unlicensed individuals who are recruited from outside the State of California and who qualify for licensure may take the examination and may be appointed for a maximum of one year at which time licensure shall have been obtained or the employment shall be terminated; an extension of the waiver may be granted for an additional one year based on extenuating circumstances, as provided by Section 1277(e) of the Health and Safety Code. Individuals granted an additional one year based on extenuating circumstances may be appointed for a maximum of two years at which time licensure shall have been obtained or the employment shall be terminated. Additionally, they must take the licensure examination at the earliest possible date after the date of employment.

Candidates new to CCHCS are required to submit to a background investigation process utilizing Live Scan Fingerprinting, and Tuberculosis (TB) testing prior to appointment followed by department annual TB testing/evaluation thereafter.
