Strategic Growth Manager
The Marlin Alliance is seeking a Business Development/Capture Manager (Strategic Growth Manager) to lead the development and execution of its strategic growth specific to Navy clients.
The position will be responsible for leading growth strategy and developing future opportunities in information technology (IT) services, digital transformation and cybersecurity consulting with targeted customers within Navy and the Department of Defense (DoD). Specifically will serve as the strategic thought leader and decision-driver through the capture process including opportunity stage review process, assisting with bid/no bid decisions, building relationships with key partners and clients, and supporting the execution of winning proposals. Success in this role is measured by meeting and exceeding acquisition and financial targets aligned to company goals.

Essential Functions:
- Development and execution of winning strategies and capture plans, including strategic win themes, marketing campaigns, customer analysis, competitive analysis, solution and gap analysis, and the recruiting and selection of teaming partners.
- Lead the development and execution of the Navy market account strategy and associated pipeline.
- Manage, present and report business development pipeline activities on a weekly basis.
- Develop and present executive level briefings and presentations on business cases that support growth in existing and new markets.
- Partner with program management teams, solution architects, and functional leadership to develop winning strategies, expand services and potential business opportunities.
- Build and maintain relationships with key government and industry partners through interactions in the Navy market to gain valuable intelligence and insights.
- Build business relationships with current and potential clients, converting them into business opportunities.
- Make timely decisions related to opportunities, including determining strategies, teaming and partnering, solution alternatives, and supporting customer relationships.
- Lead cross-functional capture and proposal teams to develop winning solutions in response to client Requests for Proposal. Must be able to lead the proposal team to translate the capture strategy into a winning proposal.
- Possess strong communication, presentation, negotiation, collaboration and cross functional leadership skills.
Qualifications and Skills:
- Bachelor’s Degree with a minimum of 5 years of related experience developing new business opportunities and leading capture efforts within the Navy or DoD marketplace on opportunities valued at greater than $15M or greater.
- Demonstrated history of winning large, competitive IT consulting contracts and demonstrated understanding of the Federal Acquisition Regulations (FAR).
- Demonstrated ability to identify emerging business trends resulting in strategy recommendations to senior management, with particular focus on understanding how to leverage technology differentiators.
- Solid contacts/network in Navy, DoD agencies and industry.
- Experience working with DoD industry contractors and integrators.
- In depth knowledge of DoD requirements and acquisition processes.
- Very good proposal writer; excellent presentation, facilitation and writing skills.
- Attention to detail, and strong communication, negotiation, client facing and client relationship building skills.
- Ability to travel – up to 25%.
Salary Range: $170,000 and $220,000.
