Job Description and Duties
Under the direction of the Deputy Director of Administration, the Accounting Administrator II is responsible for managing the day-to-day accounting operations of the Office of Traffic Safety (OTS) and the California Transportation Agency (CalSTA) including accounting for all funds allocated to the programs. This includes implementing fiscal provisions of Policy and Procedure Directives issued by the National highway Traffic Safety Administration (NHTSA), the U.S. Office of Management and Budget and the State of California.
This position directly supervises five accounting staff (one Senior Accounting Officer, two Accounting Officers, and two Accountant Is) ensuring timely and accurate processing of accounting functions, compliance with state and federal reporting requirements, and alignment with the OTS mission. The incumbent collaborates with the Deputy Director of Administration in policy implementation and strategic fiscal oversight, ensuring that the department’s financial operations are effective, efficient, and responsive to the needs of the OTS. The incumbent advises management on all fiscal matters including the status of all state, federal and special funds funding designations.Eligibility for hire may be determined by your score on the AA II exam. The OTS is a Hybrid workplace designed to support remote and office-centered telework arrangements. This position includes the option to telework except for some in office days.
The work environment is fast-paced, busy and requires considerable flexibility in managing time, priorities, and assignments. We are a small and energetic department that values individual and team contributions while maintaining a high-quality work-life balance. The incumbent will be required to travel to stakeholder offices or other meeting facilities throughout California. The incumbent will work in a hybrid telework environment. The office is climate-controlled between 64 and 84 degrees under artificial lighting.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternaterange when applicable.

- Knowledge of State and Federal accounting and budgeting practices.
- Knowledge of governmental accounting, principles and practices, principles of business management, and uniform accounting systems, financial organization, and procedures of the state of California.
- Knowledge of policies, rules and regulations of the State Controller, State Treasurer, Department of Finance, and central control agencies as they relate to State agency financial management activities.
