The EDD Workforce Services Branch (WSB) is seeking candidates to apply for an Analyst I position in the Resource Strategies Unit within the Deputy Director's Office. Working as an Analyst, you'll be part of a diverse and passionate team helping our fellow Californians get back to work. You will utilize your problem solving skills for creative solutions in the workforce system. This role is ideal for someone who enjoys problem-solving, developing creative solutions, and delivering excellent customer service to both internal and external stakeholders. Under the direction of the Supervisor I in the RSU, you will support the EDD WSB by evaluating the effectiveness of workforce programs administered by the EDD and its partners. You will work across a variety of high-level, complex, and sensitive program and policy areas, serving as a subject matter expert and providing key analysis and recommendations to advise and support the WSB Deputy Director on statewide workforce service initiatives. Your contributions will help ensure consistent and aligned implementation of programs in support of EDD WSB goals and the Workforce Innovation and Opportunity Act of 2014.
In this role, you will conduct research and data analysis that informs service delivery strategies, policy development, and program improvements. Collaboration is essential, and you will work closely with colleagues at all levels, across units and departments, as well as with external stakeholders. You will actively support the EDD’s vision, mission, and goals by participating in team decision-making, strategy development, and effective problem-solving efforts.
About WSB:
The Workforce Services Branch (WSB) administers the Workforce Innovation and Opportunity Act (WIOA) and Wagner-Peyser (W-P) programs which prepare adults, youth, and dislocated workers for participation in the workforce and brings employers with job openings together with qualified job seekers. The WSB is comprised of three Field Divisions which directly deliver services to the public across California: Los Angeles/Coastal Division, Northern Division, and Southern Division. The WSB’s Central Office Workforce Services Division supports EDD staff in the field and provides program guidance to WIOA-funded partners located throughout California. The Deputy Director’s office oversees the Branch personnel program, risk management program, statewide workforce initiatives and participates in the development of policy and funding strategies in support of the workforce system.

The position is located at 1416 9th Street in the heart of downtown Sacramento within walking distance to light rail, farmer's market during the summer months, the Golden 1 Center, the California State Capitol, historical Old Sacramento and an eclectic collection of retailers, restaurants, food trucks and entertainment venues. Electric bike and scooter rentals are readily available. Currently, the EDD provides a 100% discount to select commuter methods with pick-up/drop-off locations close to the office.
Position exists in Sacramento County.Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. This position is considered “hybrid” with on-site work two days a week at 1416 9th Street and telework three days a week, on average, dependent on operational needs.

- Strong analytical and critical-thinking skills, with the ability to collect, organize, and interpret data to support program evaluation and reporting.
- Experience conducting research and developing actionable recommendations to improve policies, processes, or program outcomes.
- Excellent written communication skills, including the ability to prepare clear, concise reports, summaries, procedures, and presentations.
- Proficiency in Microsoft Office Suite (Excel, Word, SharePoint, Forms), including the ability to create charts, graphs, and visual reports.
- Strong customer service, interpersonal, and collaboration skills, with experience working on cross-functional teams and engaging stakeholders at multiple levels.
- Ability to coordinate projects, organize meetings, track action items, and maintain accurate documentation.
- Familiarity with interpreting or applying laws, policies, regulations, or procedures.
- Ability to manage multiple tasks, meet deadlines, and adapt to shifting priorities in a fast-paced environment.
