Under the direction of the Program & Project Supervisor, the PURA II will work as part of team of analysts to:
- Implement and administer the Federal Funding Account grant program to fund last-mile infrastructure projects.
- Evaluate and analyze grant applications to fund last-mile infrastructure projects and make recommendations.
- Conduct economic, policy, and/or technical analyses and research to bridge the digital divide and provide reliable and affordable Internet access to all Californians.
- Present research, analysis, findings, and recommendations orally and in writing.
- Write and defend reports and staff proposals in formal proceedings.
- Present ideas, research, analysis, findings, and recommendations orally and in writing.
- Prepare materials and assist discussions in meetings, workshops, and conferences.

The California Public Utilities Commission (Commission) develops and implements policies for the communications industry in California, including ensuring fair, affordable universal access to necessary services, developing clear rules to allow flexibility without compromising due process, and removing barriers to competition. The Communications Division plays a central role in implementing the Governor's signing of Senate Bill 156 (Chapter 112, Statutes of 2021), which authorizes $6 billion to be spent on closing California's Digital Divide. The SB 156 Broadband Infrastructure Package includes $2 billion to build last-mile infrastructure to provide Californians with access to high-speed broadband service.
The Federal Funding Account, administered by the Commission, is a $2 billion grant program for last-mile broadband infrastructure projects to connect unserved Californians in accordance with 2021’s Senate Bill 156.

- Describe your experience analyzing data and synthesizing information, conducting economic, regulatory, and financial analyses; this should include your experience using Excel, Tableau and / or software necessary to support the analysis.
- Describe your experience with managing projects and /or working on multiple projects, including as planning a project, creating project schedules, setting and meeting deadlines, and managing multiple tasks.
