Clinical Program Manager
The CHC Ravenswood program focuses on supporting children, youth, and families experiencing trauma, adversity, systemic barriers, and cultural stressors. This position is ideal for a clinician-leader who is passionate about providing culturally responsive, community-based mental health services to historically underserved populations and advancing health equity through evidence-based care.
Job Summary
The Clinical Program Manager ( CPM) oversees the day-to-day clinical operations, staff supervision, service delivery, and quality management of the Ravenswood outpatient mental health program.
In close partnership with the Associate Director, Ravenswood, the CPM ensures the effective delivery of outpatient therapy services, including individual, family, dyadic, and group therapy ; intake assessments ; consultation ; and care coordination . The CPM fosters a positive, accountable, and culturally responsive clinical environment while maintaining compliance with clinical, ethical, regulatory, and organizational standards.
The CPM directly supervises clinical and program staff, monitors clinical quality and productivity, facilitates care coordination, and provides direct clinical services. This role is essential to maintaining program stability, supporting staff development, expanding client access, and ensuring high- quality services .
This position is expected to be allocated approximately as follows :
• 50% Administrative, Supervisory, and Operational Leadership
• 50% Direct Clinical Services
Essential Duties and Responsibilities:
Clinical Operations and Program Management
Oversee daily operation of Ravenswood outpatient mental health services.
Monitor referral flow, intake processes, client assignment, scheduling, waitlists, and caseload distribution.
Ensure services are delivered efficiently, equitably, and in accordance with contractual requirements and organizational standards.
Monitor clinical productivity, service utilization , and documentation completion.
Identify operational barriers affecting client access, quality, workflow, or staff performance and recommend solutions.
Facilitate regular clinical team meetings and case consultation meetings.
Ensure compliance with all organizational policies, licensing standards, legal requirements, and clinical documentation standards.
Review incident reports and coordinate appropriate follow-up activities.
Escalate significant clinical, operational, compliance, staffing, or safety concerns to the Associate Director.
Staff Supervision and Team Leadership
Directly supervise assigned clinical and program staff.
Conduct regular supervision meetings, performance reviews, and goal-setting discussions.
Provide ongoing coaching, mentoring, feedback, and professional development support.
Monitor staff productivity, workload distribution, documentation compliance, and service quality.
Participate in recruitment, onboarding, orientation, and retention efforts.
Identify staff development and training needs.
Address routine performance concerns and partner with Human Resources and the Associate Director on more serious performance issues.
Foster a collaborative, inclusive, culturally responsive, and psychologically safe work environment.
Support staff well-being and promote a positive team culture.
Clinical Quality and Risk Management
Ensure adherence to evidence-based, trauma-informed, family-centered, and culturally responsive practices.
Support quality improvement initiatives and implementation of clinical standards.
Ensure appropriate supervision structures for unlicensed clinicians and trainees.
Consult on complex clinical situations within scope of expertise .
Coordinate with clinical leadership regarding high-risk cases and ethical concerns.
Collaborate with compliance staff on medical-legal and risk-management activities.
Ensure timely reporting and management of critical incidents and mandated reporting responsibilities.
Direct Clinical Services
Provide outpatient mental health services, including individual, family, dyadic, and group therapy.
Conduct intake assessments and clinical consultations as assigned.
Maintain an active clinical caseload consistent with management responsibilities.
Complete all clinical documentation in accordance with organizational and regulatory requirements.
Participate in care coordination and interdisciplinary consultation.
Model high-quality clinical practice and professionalism.
Community Engagement and Collaboration
Support community outreach activities that promote awareness and access to Ravenswood clinical services.
Represent the program in community meetings and collaborative partnerships as requested by the Associate Director.
Maintain productive working relationships with schools, healthcare providers, community-based organizations, and referral partners.
Provide occasional trainings , workshops, consultations, and presentations to families and community partners.
Perform other related duties as required and assigned.
Education and Qualifications:
Required
Completion of professional level training, including professional licensure (PhD/PsyD), in psychology, mental or behavioral health or similar discipline or medical degree with specialty training in pediatrics or child psychology and at least 5 years of experience post licensure .
Current California licensure (Psychologist, or equivalent).
Minimum three years of progressively responsible supervisory or management experience in a behavioral health setting.
Demonstrated experience supervising clinicians and supporting staff development.
Experience working with children, adolescents, and families.
Preferred
Experience in community mental health or county-funded behavioral health services.
Experience working with bilingual and bicultural populations.
Spanish language proficiency .
Experience with evidence-based interventions, parent coaching, family systems work, and trauma-focused treatment approaches.
Knowledge, Skills, and Abilities
Strong understanding of child, adolescent, and family mental health.
Experience providing trauma-informed and culturally responsive services.
Knowledge of community mental health systems and underserved populations.
Ability to supervise, mentor, and develop clinical staff.
Strong clinical judgment and ethical decision-making skills.
Knowledge of legal, ethical, and regulatory standards governing mental health services.
Excellent interpersonal, organizational, and communication skills.
Ability to manage multiple priorities in a dynamic environment.
Experience using electronic health records and data systems.
Commitment to health equity, diversity, inclusion, and community-centered care.
Physical and Special Job Requirements :
This position is primarily in person and requires regular onsite presence in East Palo Alto.
This position may require occasional lifting, moving, and/or setting up of documents , weighing up to 20 pounds; training binders or materials laptop computers, projectors, flip charts , and other materials needed for meetings and presentations. The employee must also be able to work for extended periods at a computer.
Flexibility will be required in work schedule; evening and weekend hours may be required .
