Salesforce Developer - Hybrid
Job Description and Duties
Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

By joining our team, you’ll have the opportunity to make a meaningful impact in your community while working along passionate professionals.Under general direction the Housing and Community Development IT Manager I, the Information Technology Specialist II (IT Specialist II) serves as a technical expert responsible for development and ongoing support of HCD applications. The incumbent serves as a highly skilled technical specialist for the most complex applications, Salesforce platform, and other associated cloud technologies such as Microsoft Azure, Copado, and PowerApps. The incumbent possesses expert skills in designing, coding, testing and maintaining custom, interactive, secure, data-driven enterprise applications; encompassing all phases of the System Development Life Cycle. Works with departmental management to design and develop Salesforce applications that support and enhance HCD programs.
The incumbent performs special IT projects as required. The incumbent mentors and develops junior software developers (IT Specialist I) of the HCD Connect Application Services team.Please Note: A Statement of Qualifications must be submitted along with your application in order to be considered for this position. This position requires reporting to an HCD office a minimum of four days per week. In limited cases, at the Department’s discretion, an employee may be approved to work in a remote centered capacity on a temporary basis until appropriate office space becomes available. Under California Government Code Section 14200, telework eligible employees must reside in California. The designated headquarters location will be based on the employee’s primary residence and may be updated if HCD criteria are met.You will find additional information about the job in the .

HCD Disclosure Requirements
Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).
HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be conducted in California and cleared prior to being hired.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Five years of solutions development experience, and three years of experience designing and delivering solutions in preferably cloud solutions and integration technologies like Salesforce, ServiceNow, MuleSoft etc.
- Experience communicating customer needs and product feedback to product owners and engineering teams. Balance devising creative solutions and doing what’s right for the customer.
- Experience developing cloud native business solutions, cloud-first design, preferably cloud solutions, integration technologies, tools, and programming languages (Salesforce, ServiceNow, MuleSoft, Power platform, Azure Services, Java, JavaScript, CSS, Node.js, React.js, JSON, XML, Python, DevOps, SQL, and Web UI frameworks), Web Services (SOAP, REST) and DBMS (Oracle, SQL Server, NoSQL, etc.)
- Have a strong understanding of how modern web services are built, and the cloud infrastructure that powers them (Azure, AWS, Google etc.).
- Proven hands-on experience building and deploying solutions to customers. Strong prioritization and project management skills, understanding of business impact for various solutions.
- Ability to establish and maintain effective working relationships and communications with client staff and project consultants, private contractors, employees, and the public.
- Ability to communicate effectively both written and verbally to exchange and/or provide information to management, staff, customers, and others.
- Apply human-centric thinking approach to understand the problem, and to establish the important criteria and constraints to further develop the design solution for business problem.
- Experience leading discovery to identify technical requirements, then architect and demonstrate product solutions that showcase business value.
