Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

The San Diego Regional Water Quality Control Board (San Diego Water Board) has an opening for a Water Resource Control Engineer in the Source Control Regulation Unit. The position location is 2375 Northside Drive, San Diego, CA 92108.

Under the close supervision of a Senior Water Resource Control Engineer and consistent with good customer service practices and the goals of the State Water Resources Control Board Strategic Plan and the San Diego Water Board’s Practical Vision, the incumbent will perform professional engineering work and develop solutions pertaining to the regulation of wastewater and storm water discharges, including wastewater and storm water discharges related to transboundary flows, under the National Pollutant Discharge Elimination System (NPDES) wastewater program and other related programs and control of water pollution from point and nonpoint sources. Specific job duties and responsibilities are described in the Duty Statement.

The incumbent is expected to apply engineering methods and principles in performing activities related to the identification, research, development, review, and interpretation of permit and regulatory requirements and other documents. The incumbent is expected to be courteous and provide timely responses to internal/external customers, following through on commitments, and to solicit and consider internal/external customer input when completing work assignments. In addition, the incumbent will review and evaluate water quality data, hydrologic data, and other project information with emphasis on the design, construction, maintenance, and operation of waste and wastewater management and monitoring systems; investigate the sources and movement of contaminants in surface waters; ensure consistency with relevant water quality plans and policies, established hydrological and engineering standards, and applicable laws and regulations; work collaboratively with other staff and the regulated community; prepare written documents for consideration by the San Diego Water Board; represent the San Diego Water Board before other boards, agencies, and groups; and provide presentations before the San Diego Water Board and others concerning San Diego Water Board activities.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of or experience with science and engineering principles; federal and State of California laws, policies, and regulations; permit implementation; and enforcement actions relevant to the collection, treatment, and discharge of wastewater to surface waters.
  • Ability to effectively plan and prioritize work; work independently or in teams; follow instructions through standard work processes; follow through on commitments; check work products for accuracy; and meet deadlines to achieve organizational goals.
  • Experience incorporating organizational values into decision-making and work products.
  • Ability to apply emotional intelligence, outreach, and communication skills to effectively collaborate with federal, state, and local governmental agencies and non-governmental organizations; influence others to meet organizational goals; and resolve conflicts associated with controversial projects.
  • Ability to apply good professional judgment in analyzing water quality conditions and the risks they present to human health and to marine, estuarine, freshwater, and riparian habitats and ecosystems.
  • Experience applying creative and resourceful problem-solving skills to evaluate various alternatives to solving complicated problems.
  • Experience with the preparation of technical reports, environmental documents, and presentations.
  • Experience verbally communicating with the general public.
  • Knowledge of or experience with addressing and achieving environmental justice.
  • Ability to interpret and reconcile multiple sources of data to assess compliance and make recommendations for regulatory purposes.
  • Knowledge of or experience with conducting environmental field inspections or investigations.
  • Experience with Microsoft Office programs (e.g., Word, Excel, Access, and PowerPoint) and database systems.

Benefits

Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees. Benefit eligibility may depend on length of service and may be subject to collective bargaining agreements negotiated between the State of California and employee organizations that define wages, hours, and terms and conditions of employment. and

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than three (3) pages in length, using Arial font, size 12pt., and normal margins.

The SOQ must clearly describe how your experience and competencies, as related to each of the factors listed in the Desirable Qualifications, have prepared you to excel in the duties described in the Duty Statement and contribute to the overall mission of the San Diego Water Board.
