Department Information

The Department of Consumer Affairs (DCA) protects and serves California consumers while ensuring a competent and fair marketplace. DCA educates consumers and protects professionals from unfair competition by unlicensed practitioners.

DCA is a unique and dynamic department consisting of 36 different boards, bureaus, a commission, and a program that license and regulate more than 3.4 million licensees in more than 280 license types including certificates, registrations, and permits. The Business Services Officer oversees all purchasing areas within the DCA for approximately 38 Boards, Bureaus, Committees, Divisions and Programs. The DCA mission is to promote and protect the interests of California consumers. The BSO supports numerous DCA programs who license and regulate various industries throughout the State of California. The BSO is recruiting for a highly motivated and enthusiastic person to join our team.

This position is located in Natomas and is conveniently located near many retail stores and restaurants. Our office location features an on-site cafe and free parking!

Special Requirements

Conflict of Interest: This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs' Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1, and within 30 days of leaving office.

The incumbent must possess good communication skills, exhibit good judgment in decision making, exercise creativity and flexibility in problem identification and resolution, manage time and resources effectively, and be responsive to DCA management and client needs. Knowledge of the state contracting and purchasing processes, experience working in Financial Information System for California (FI$Cal), Public Contract Code, and both the State Administrative Manual and State Contracting Manual is necessary to perform the duties of this position satisfactorily.
