Information Technology Specialist II - Telework Hybrid

Job Description and Duties

This position is located at the DMV Headquarters in Sacramento.

Under general direction of the CEA, the Information Technology Specialist II (ITS II) will perform the duties related to, but not limited to a variety of tasks in support of systems and services in the following:

Portfolio Governance & Compliance
Ensures all Infrastructure Branch projects align with statewide and departmental project management standards, methodologies, and reporting requirements; r eviews project documentation, risk logs, schedules, and budgets for accuracy and completeness; c onducts regular portfolio reviews, compliance checks, and risk assessments to ensure projects remain on track and within scope; and p repares portfolio status updates and executive reports for Branch Chief and senior leadership.

Project Leadership & Advisory
Serves as project manager for large, complex, and/or high-priority Infrastructure Branch projects, managing project scope, schedule, resources, risks, procurement, vendor contracts, and deliverables; a dvises the Branch Chief on project selection, prioritization, resourcing, and alignment with Infrastructure Branch and enterprise goals; r epresents the Infrastructure Branch at department and enterprise project governance meetings, ensuring timely communication and issue escalation; and l eads cross-functional teams and workgroups, fostering collaboration and driving resolution of project issues.

Portfolio Planning & Optimization
Develops, implements, and maintains portfolio management tools and dashboards for tracking project status, financials, and performance metrics; i dentifies opportunities for process improvement, resource optimization, and benefits realization across the Infrastructure Branch project portfolio; and a nalyzes project data to support decision-making, reporting, and strategic planning.

Standards, Training, and Best Practices
Applies recognized project management best practices (e.g., PMBOK, Agile, Lean) and ensures consistent use of approved methodologies and tools; d evelops, updates, and delivers training, templates, and operational guidance to project teams; and m entors and coaches IT staff, promoting a culture of professionalism, collaboration, and continuous improvement.

Strategic & Policy Contributions
Contributes to the development of departmental project management policies, standards, and procedures; a dvises executive leadership on compliance requirements, risk management, emerging trends, and impacts of new technology; and i nterfaces with statewide control agencies and external partners as required for project and portfolio reporting.

Telework requires California residency. This position offers hybrid telework opportunities; however, telework arrangements are subject to change at any time based on State & departmental operational needs. Employees may be required to report to the office as necessary.

This role necessitates occasional travel for project needs and engaging with stakeholders. Collaboration with statewide IT and agency partners will be a frequent requirement of this position.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience leading large, complex IT projects and managing project portfolios, including contract oversight, budgeting, and risk management;
  • Knowledge of portfolio and project management frameworks, tools, and reporting practices;
  • Proficiency in project management methodologies;
  • Strong leadership, communication, analytical, and stakeholder management skills; and
  • Experience preparing executive-level reports and presenting to leadership.
