Job Description and Duties

Under the direction of the Professional Standards Division Chief (Manager II), the Supervisor II (Sup II) provides strategic policy direction and management oversight for the Licensing, Standards, and Training Branch related to paramedic licensing, standards, and policies for specific training program reviews and approvals, and the management of the statewide EMS licensing system. The Sup II will execute decisions made by the enforcement and legal units related to paramedic licensing. This position identifies opportunities for process improvements and potential policy changes for greater efficiency. This position will work closely with all divisions and external stakeholders to coordinate the integration of EMS Licensing, Standards, and Training with statewide EMS systems and disaster response.

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with EMSA's Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

This is a 12 month Limited-Term Full-Time position that may be extended or become Permanent.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027.   • Ability to interpret and apply State and Federal laws, rules, policies, procedures and Collective Bargaining contracts.
  • Customer service experience.
  • Knowledge and experience using MS Office Suite (Word, Excel, Outlook, Teams).
  • Ability to gain the confidence and support of top-level administrators and advise them on a wide range of administrative matters.
  • Ability to develop cooperative working relationships with representatives at all levels of government, the public, and internal stakeholders.
  • Experience developing and implementing innovative solutions, analyzing complex problems, and effectively recommending courses of action.
  • Excellent communication and active listening skills, including the ability to communicate effectively in writing and verbally with all levels of department team members.
