Job Description and Duties

State Water Project Aerial Tour 2021 -

This position is physically located at the Joint Operations Center in Arden Arcade.

Duties: Under the direction of the Program Water and Power Dispatcher in charge of pre-scheduling and under the general direction of the Chief Water and Power Dispatcher, incumbent prepares a daily pre-schedule of the water and power operation for the State Water Project (SWP).

The incumbent must work cooperatively with others; maintain regular, consistent, predictable attendance; and exercise good judgment.

Prepare the daily pre-schedule for the water and power operation of the SWP. Calculate pumping and generation requirements to meet daily and longer-term operational goals and daily water orders. Validate schedules from Optimization Section staff for feasibility of implementation and adjust, as necessary. Provide feedback to the Optimization Section staff on necessary corrections made to their provided schedule. Schedule Department-owned or contracted electrical resources as required for the safe, efficient, and economical operation of the SWP. Provide input to the scheduling of equipment outages and their effect on the operation of the SWP. Submit schedules to California Independent System Operator (CAISO), create E-Tags and Trades.

Employee is required to successfully complete all safety training related to the functions of the job.

Travel throughout the State will be required. Must be willing to work sometimes outside of normal business hours, travel, and stay overnight in various locations throughout the State of California.

This position is covered in the Political Reform Act and requires financial disclosure within 30 days of the first and last day physically worked in a covered position and annually by April 1st.

Under the provisions of the North American Electric Reliability Corporation Critical Infrastructure Protection Standard CIP-004 as part of the Energy Policy of 2005, this position has authorized cyber access to or unescorted physical access around critical cyber assets and is subject to a satisfactory background check prior to appointment and every seven years thereafter.

This is a sensitive position and is subject to substance abuse testing set forth in California Department of Human Resources (CalHR) Regulations 599.960 – 599.966.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


It is desirable for the incumbent to have knowledge and experience in working under high pressure situations with time constraints. Experience providing training. Experience with Excel and Word, creating training documents, creating water schedules, creating energy schedules with outage management systems, and creating E-Tags. Trade and Energy Market Experience, testing system tools, buying and selling energy, and coordinating water and/or power schedules with other agencies. Experience switching 100KV or higher or having complete switching jurisdiction over the switching station, substations and generating stations assigned. Experience operating large Pumping Plants above 100MW or Generators attached to the BES with 18MW output. Experience using SCADA systems or equivalent. Experience and training in the operation and maintenance of Bulk Electric Plants and Equipment.
