About this Role:
The role of the HPS II is to be responsible for providing program and policy input and making recommendations related to the overall design, program development, and implementation of managed care programs. The HPS II performs functions that are sensitive and critical to the Department's basic mission, with responsibility to coordinate the development of broad policy that has multidepartment, immediate, and long-range impacts, and where the level of expertise required is substantially greater than that of other nonsupervisory positions. This HPS II position exercises a large degree of independence in serving as the subject matter expert for the Non-Emergency Medical Transportation (NEMT) and Non-Medical Transportation (NMT) benefit in the managed care setting. The HPS II also leads the development, implementation, and enforcement of Managed Care Plan (MCP) utilization management (UM policies, including grievances, appeasl, authorizations, and associated quarterly monitoring.

Statement of Qualifications Requirement Section
Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position.
The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. The DH CS may not consider applicants who fail to provide an SOQ with their application. Resumes do not take the place of the SOQ.
The SOQ must be no more than two typewritten pages in length, using Arial 12-point font, single spaced. You must indicate at the top: the title (Statement of Qualifications), your Full Name and Job Control Number.
Candidates who do not complete and submit an SOQ may not be considered for this position.
Please describe in detail your experience managing or supervising complex and major health programs or projects. Include specific examples of your involvement in program planning and implementation, data analysis and evaluation, and the development of recommendations to management. Additionally, highlight any contributions to policy, regulations, or standards development, and identify areas where you held major or independent responsibility. Be sure to specify the position(s) related to this experience and the skills you applied to accomplish these tasks.

Telework and Salary Information
This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200–14203. Telework is available to California residents, and proof of residency may be required.
The DHCS office location for this position is: 1501 Capitol Ave, Sacramento, CA 95814. Personal Leave Program (PLP) 2025 agreement Salary: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
