Assistant Deputy Secretary, Legislation
Job Description and Duties
Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.
Under the general direction of the Deputy Secretary, Legislation, at the California Housing and Homelessness Agency, the Assistant Deputy Secretary of Legislation will serve as a principal advisor over legislative policy matters in furtherance of the Agency and its member departments before the Governor’s Office, State Legislature, and with other governmental entities at the federal, state, or local level.

This position requires reporting to the CHHA Sacramento Headquarters office a minimum of four days per week.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Demonstrated experience in analyzing, developing, and implementing statewide initiatives and policies. Additional consideration will be given to specific experience related to the preservation and production of affordable housing; efforts to prevent and end homelessness; facilitating affordable housing finance; and protecting and enforcing civil rights
- Strong ability to effectively communicate both in writing and verbally statewide policies and positions to a variety of audiences including external stakeholders, the Legislature including legislative staff and all levels of government including other departments, agencies, the Department of Finance, and other executives level positions.
- Clear understanding and knowledge of the legislative process. Skilled and legislative administration through clear and strategic issue prioritization, deadline and calendar management, and demonstrated experience in organizing complex processes with competing deadlines.
- Strong interpersonal skills including working effectively and in partnership with state departments, executive level staff, the Governor's Office, the Department of Finance, California legislators and legislative staff, the Legislative Analyst Office, stakeholders, and outside organizations; And the ability to effectively represent the administration's executive position, policy, and perspectives and successfully negotiate policy positions with these entities.
- Demonstrated knowledge of both federal and state funding policies, procedures, and processes including state budget proposals.
- Managerial experience leading teams or programs including providing constructive feedback.
