Analyst II, Initiatives, Referenda, and Recall Analyst
Job Description and Duties
The Secretary of State’s office is recruiting to fill a permanent, full-time Analyst II position in the Elections Division. This is an opportunity to work on a team that publishes and distributes the Voter Information Guide (VIG) to over 23 million voters.
Under the direction of Voter Information Guide and Initiative Supervisor I, the incumbent serves as key analyst responsible for coordinating and supporting the statewide end-to-end initiative, referendum, and recall processes. This includes the initiative qualification process from the initial title and summary stage, to accurately tracking and reporting the number of unverified and verified signatures, to ultimate certification or failure. All processes include, but are not limited to, ensuring that both the Elections Code and Government Code are strictly adhered to, working closely with the Attorney General’s Office, proponent(s), county elections officials, administrative staff, and other SOS staff. In addition, this incumbent assists in the tracking and analyzing of state legislation and other projects related to a variety of election areas.

• Demonstrated ability to analyze and solve complex problems and recommend an effective course of action, perform completed staff work, and establish priorities for the completion in accordance with sound time-management methodology.
• Effective verbal and written communication and organizational skills.
• Aptitude for working under pressure and meeting tight deadlines.
• Strong interpersonal skills in working with the public and in a team environment.

Working Conditions
This position offers a telework opportunity in accordance with the agency’s telework policy and business needs, typically following a 3-month on-site training period. The Voter Information Guide and Initiatives Unit experiences peak activity periods throughout the year. During these peak times, in-person attendance at the office may be required. Additionally, a freeze on time-off requests is in effect during peak election periods to ensure operational continuity and meeting statutory deadlines. Overtime will be required.
