Classification & Certification Unit Analyst
Job Description and Duties
Associate Personnel Analyst (APA): Under general direction of the Classification and Certification Unit Manager, the Associate Personnel Analyst will provide technical expertise, training, guidance, and assistance to Department staff. The incumbent will be responsible for performing analytical and technical classification and certification work using a high degree of independent judgment.
Staff Services Analyst (SSA): Under supervision of the Classification and Certification Unit Manager, the Staff Services Analyst is a multi-range journey level analyst that is responsible for analyzing technical personnel management duties related to the classification and certification functions.The APA/SSA acts as a back-up analyst to their peers. The APA/SSA must have knowledge of the hiring and appointment process in accordance with California Department of Human Resources (CalHR) and the Department's hiring process. Screens applicants for minimum qualifications and interprets and applies salary rules appropriately. Provides consultation to Managers, Supervisors and Program staff on a myriad of Classification and Certification inquiries.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The p ositions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

•Demonstrated knowledge and/or experience in State personnel related programs that includes classification and pay, position control, personnel transactions, and departmental policies and procedures, etc.

•Strong writing skills
•Ability to communicate effectively with all levels of staff
•Ability to plan, organize, and prioritize workload, as well as adapt to changes and work under pressure to meet deadlines.

Experience and Education
