Grants Program Analyst
Job Description and Duties
Please note that this is a Limited Term position identified by the period listed above and may be extended and/or may become permanent through additional HR and Budget approval at the end of the original Limited Term period.
The Grants Program Analyst supports the implementation of key CalOSBA programs and initiatives. This person will execute administrative processes, communicate instructions to partners, ensure timely payment, report on program performance internally and externally, and ensure that all programs are managed in a timely manner and in accordance with both federal and state administrative and reporting requirements.
This position works under the direction of the Federal Grants Program Manager (Innovation & Entrepreneurship), with indirect supervision by the Assistant Deputy Director of Entrepreneurship & Innovation, California Office of Small Business Advocate (CalOSBA), the CalOSBA Deputy Director and the CalOSBA Director.

Hybrid: this position is eligible for a hybrid telework schedule and requires reporting in-person at headquarters in Sacramento. As a result of the Governor’s executive order, GO-Biz employees may be required to come into the office in Sacramento at least four times a week, projected to be effective July 1, 2026. #li-hybrid

Statement of Qualifications (SOQ)
Interested individuals must submit a SOA. The SOQ must be in 12 point font, single-spaced, and no more than 2 page(s) in length. The SOQ must address the following in numerical order; do not consolidate responses:
- What experience do you have in development, management and administration of federal grants, including experience drafting grant applications, Request for Proposals (SFPs)/Requests for Applications (RFAs), grantee contracts and other funding opportunities?
- Describe a time you were required to analyze information and provide a recommendation. What steps did you take to analyze the information and present the recommendation? What was the outcome?
- Describe a time when you had to provide technical or programmatic information to a customer or other outside stakeholder. Include information on steps taken and resources used to communicate effectively with the customer, and the outcome.

Salary
IN MOST CASES, ALL NEW TO STATE EMPLOYEES MUST START AT THE MINIMUM OF THE POSTED SALARY RANGE.
In July 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025). Under this program, employees’ monthly base pay is reduced in exchange for paid leave credits. This position is subject to PLP 2025. The specific rate of pay reduction and corresponding leave credits are determined by the employee’s bargaining unit and classification. Please refer to the California Department of Human Resources (CalHR) website for details regarding the applicable PLP 2025 provisions. The salary listed in this job advertisement does not reflect the pay reduction or corresponding leave credits associated with PLP 2025, which remains in effect through June 30, 2027.
