Job Description and Duties

Under the administrative direction of the Director of Financial Operations/Assistant Chief, Administrative Services Division, the Accounting Administrator III serves as commander of the Fiscal Management Section.

The Fiscal Management Section Commander is responsible for the oversight of the planning, organizing, and managing of all California Highway Patrol (CHP) accounting and budget activities. The Fiscal Management Section Commander provides Financial Information System for California (FI$Cal) expertise to the Department. Additionally, the Fiscal Management Section Commander, manages, supervises, directs, trains, evaluates, guides, counsels, and oversees the scheduling and provides general direction to section staff. The Fiscal Management Section Commander must also have the ability to qualify for a fidelity bond.

Working Conditions

This position is designated under the Conflict-of-Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict-of-Interest Code requirements may void the appointment.

The Statement of Qualifications (SOQ) serves as documentation of each applicant's ability to present information clearly and concisely in writing. Each question must be numbered and addressed in the same order as the questions below. The SOQ must include all three questions and not be more than two pages in length, using Arial 11-point font, one inch margins on all sides, and address the following:

1. Provide the number of years of experience as well as in-depth examples describing your experience at the senior management level that demonstrates strong management and leadership skills, as well as the ability to balance multiple and conflicting priorities.
2. Describe the number of years of experience and specific examples overseeing complex budget development and fiscal operations.
3. Provide the number of years of experience as well as in-depth, examples that demonstrate your ability and extensive experience communicating, presenting detailed reports and explaining complex issues to internal and external audiences, such as a governing board, executive staff, the Legislature, other government agencies, and stakeholders.
