Standards Tools Technical Specialist
Job Description and Duties

Under direction of the Program and Project Supervisor of the Standards Tools Development Unit of the Building Standards Branch of the Efficiency Division, the incumbent independently performs the varied, complex, technical, and analytical work required for the development, enhancement and maintenance of the California Building Energy Code Compliance (CBECC) software and related tools e.g. compliance forms. The Building Standards Branch has primary responsibility for developing and maintaining the state’s mandatory Energy Code (Title 24, Part 6), the California Building Energy Code Compliance (CBECC) software, and related tools. In addition, the incumbent represents the division and the California Energy Commission (CEC) before various state, federal, and local energy agencies and regional, national, professional, and governmental bodies which significantly influence the state’s energy policies with respect to Standards Tools Development Unit activities. The incumbent will serve as a knowledgeable resource on policy, technology, market, and strategic issues as directed; and plays a primary role in coordination and collaboration with other state, federal, and local agencies, as well as other interested stakeholders and the public.

Working Conditions
The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.
Teleworking is only available for employees who reside in California. You must be located in California and provide your in-state address prior to your start date.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Knowledge of technical and or policy matters pertaining to energy efficiency, building decarbonization, and/or topics including state, national, and local policies; emerging technologies and measures; and/or strategies to realize energy efficiency savings and reduce emissions associated with new and existing buildings.
- Extensive experience with whole building simulation program(s) and California building energy compliance software (CBECC) for modeling single-family, nonresidential, and multifamily projects.
- Ability to act as a team leader or coordinate the efforts of a multidisciplinary team of contractors / representatives of various governmental agencies on larger projects.
- Expert knowledge of building systems and ability to analyze the benefits and considerations of emerging technologies to be considered for the Energy Code.
- Strong research and analytical skills and ability to proactively solve problems, identify and assess alternatives to make informed recommendations on complex topics for planning and decision-making.
- Ability to draft, review, analyze and summarize complex technical information and data for various audiences, including Commission leadership and the public.
- Excellent interpersonal, organizational, written, and oral communication skills.
- Ability to ensure compliance with administrative policies and procedures.
