The Public Works, Facilities & Parks Department (PWFP) brings together a range of functions to ensure safe building construction, plan for the future needs of the County, manage infrastructure and county facilities, and protect natural resources. The Department is responsible for public works, county roads and bridges, county parks, and county facilities.

The Public Works, Facilities & Parks Department seeks to fill a current

Real Property Specialist vacancy. Under general direction, the incumbent will plan, organize and direct a program of real property management, including acquisition, leasing, and disposition; and complete related work as required.

The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

  • Negotiate for the acquisition and disposition of real property. Negotiate leases for county occupancy; establish and maintain a monitoring system for leased facilities; negotiate sales and purchasing of real property rights (fee title, easement, right of entry).
  • Negotiate revenue leases for county-owned property; establish and maintain a monitoring system to ensure compliance with lease requirements; retain open communication between landlord and tenants; address any maintenance questions.
  • Maintain inventory and related records of county-owned real property, including maps and property descriptions, and maintain records of all leased property.
  • Conduct property management and feasibility studies; prepare analyses of fees and rates; and prepare periodic reports on real property revenues, expenditures, projections and program objectives.
  • Conduct short-term and long-term studies to estimate real estate needs and space requirements for office and other physical facilities by Monterey County departments and activities, including acquisition, disposition, grant and Certificate of Participation (COP) activities.
  • May select, train, supervise and evaluate performance of subordinate staff when assigned for special projects and task assignments.
  • Prepare Board of Supervisor, Closed Session, and other reports for approval and compliance of real property related projects and documents.
  • Assist with the development of Real Property related service standard agreements to perform outside reports, analysis’s, appraisals, among others.
  • Monitor the availability of surplus land to arrange for its advantageous use or disposition so as to enhance revenue to the county.
  • May be assigned as a Disaster Service Worker as required

THE SUCCESSFUL CANDIDATE

Thorough Knowledge Of

  • Principles, practices of state, federal and local laws and regulations applicable to acquisition, disposal and leasing of real property.
  • Current principles and practices of property appraisal, negotiations, acquisition, leasing and disposition.
  • Principles and techniques of management including program planning, implementation and administration.
  • Communication skills and techniques for data collection and the preparation of written or oral reports.

Skill And Ability To

  • Collect, interpret and evaluate data; identify and evaluate abstract and specific variables; use principles of inductive and deductive reasoning to validate conclusions and define and select alternatives.
  • Rationalize and project the consequences of decisions and/or recommendations.
  • Formulate policies; plan, coordinate and initiate actions necessary to implement decisions; analyze situations and to select appropriate courses of action.
  • Interact with personnel at all organizational levels and, on occasion, function in stressful situations requiring diplomacy, persuasion and negotiation.
  • Act as liaison to advise and/or resolve differences between County departments and/or outside agencies.
  • Initiate, plan and complete work assignments with minimum of direction.
  • Coordinate and direct the activities of property acquisition and/or leasing to meet assigned project goals and objectives.
  • Maintain records and prepare reports; speak and write effectively.

Education

Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is:

Graduation from an accredited college or university with a bachelor’s degree in a related field.

AND

Experience

Five (5) years of broad and progressively responsible professional-level experience working in real property acquisition, commercial leasing and/or property management.

Required Conditions Of Employment

The required conditions of employment include, but are not limited to the following:

  • Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.
  • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency; travel out of County to attend meetings.
