Water Resource Control Engineer

The California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) has an opening for a Water Resource Control Engineer in the Stormwater Management Unit. The position is at an office building in the Mission Valley community of San Diego at 2375 Northside Drive, San Diego, 92108 near light rail, freeways, and restaurants. Telework up to 3 days a week is available following a probationary period.
Under the close supervision of a Senior Water Resource Control Engineer(Supervisory) and consistent with good customer service practices and the goals of the State Board’s Strategic Plan and the San Diego Water Board’s Practical Vision, the incumbent will perform water quality engineering work related to the San Diego Water Board’s Stormwater Program. Specific job duties and responsibilities are described in the Duty Statement.The WRCE supports integration of stormwater capture and infiltration into regional initiatives, including integrated regional water management planning, while addressing statewide and regional water supply needs through planning and permitting of new supplies, storage, conveyance, and conservation efforts. The WRCE performs professional engineering duties for the stormwater program, including conducting audits and inspections; reviewing engineering reports, plans, Water Quality Improvement Plans, surveys, grant proposals, policies, and monitoring data; and preparing National Pollutant Discharge Elimination System permits, inspection reports, enforcement actions, and Executive Officer Reports. The position also coordinates with internal and external stakeholders, including state and regional water boards, municipalities, districts, NGOs, disadvantaged communities, and the public and requires independent work, effective communication, multitasking, and proficiency in administrative tasks, database management, and Microsoft Office.
The position requires the application of engineering methods and principles in performing activities related to analyzing stormwater data, reviewing reports, and performing field inspections to assess compliance with stormwater permits, and prepare documentation. The incumbent is expected to be courteous and provide timely responses to internal/external customers, following through on commitments, and to solicit and consider internal/external customer input when completing work assignments. The incumbent will use data interpretation/visualization tools to analyze and evaluate water quality data and the potential effects of pollutants and pollution on water quality and beneficial uses; and will interpret data to guide regulatory actions that will achieve environmental outcomes or enforcement to deter non-compliance. The incumbent is expected to work collaboratively with other staff and regulatory agencies; and provide written and verbal presentations to the public and Board members.

Working Conditions
Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with after July 1, 2026.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

- Knowledge, ability, and work experience using engineering principles and applied regulatory practices regarding (i) the physical, biological, and chemical factors of water pollution and water quality, and (ii) watershed management of surface waters and groundwaters to control water pollution and water quality.
- Experience in environmental, chemical, or civil engineering relating to water quality control.
- Experience preparing, reviewing, and interpreting multiple sources of data, technical reports, and environmental documents, presentations, and regulatory documents and producing logical findings, conclusions, and recommendations.
- Knowledge of or experience in stormwater capture and reuse, engineering, and construction principles.
- Knowledge of federal and State of California laws, policies, and regulations regarding water quality protection.
- Experience working with Microsoft’s Office Suite (Excel, Word, Powerpoint, Access, etc.), California Integrated Water Quality System, GeoTracker, Stormwater Multiple Application and Report Tracking System, and Geographic Information Systems.
- Experience conducting site inspections, field investigations, and collection of environmental samples (i.e. soil, receiving waters, wastewater, vapor, air, etc.).
- Ability to effectively communicate with others using strong verbal and written skills. Ability to maintain effective working relationships in a professional and courteous manner with Water Board staff and outside stakeholders in a professional, courteous, and timely manner. Ability to interact with the public, solicit and respond to comments on work products, and make effective oral presentations or briefings.
- Ability to manage and prioritize multiple tasks/projects to meet organizational needs and priorities; work independently or in teams; follow instructions; meet commitments and deadlines; and review accuracy of work products.
- Knowledge and interest in water quality control-related work consistent with the San Diego Water Board’s mission. Ability to apply organizational values in decision-making and work products.
