Job Description and Duties

Under the general direction of the Information Technology Manager I (ITM I), the Information Technology Supervisor II manages, coordinates, provides technical consulting and support over the full range of server and software activities, with a strong emphasis on the Google Cloud Platform (GCP) environment. This role involves complex IT Operation and Cloud operations. The incumbent develops and maintains the IT system operating schedules and analyzes them for efficiency. The position supervises and monitors the daily work and performance of cross-functional staff and is responsible for ensuring the quality of IT operations environment documentation and reporting. The incumbent consults with senior management to ensure strategic goals are met and directs the daily operations of data backups, verification, and recovery, focusing on cloud-native and hybrid solutions.

Working Conditions

The Information Technology Supervisor II will work in an open-spaced, partitioned office environment, climate-controlled, high-rise office building under natural and artificial light in downtown Oakland, CA within walking distance of public transportation. The job involves substantial computer work, including document creation, research, email correspondence, and other related tasks. Currently, DIR has a hybrid telework schedule with a minimum of 2 days in the office per week. The work schedule is subject to change based on official state guidance and executive orders. The incumbent will be a participant in meetings in both physical and virtual locations. E.g. conference rooms and offices, and WebEx and Zoom teleconferences. As part of DIR's policy to maintain a healthy work environment, all employees should be aware that they may be required to wear masks while working in the office to prevent the spread of communicable diseases.

Statement of Qualifications :
Please include a Statement of Qualifications (SOQ) that answers the following questions below. Your response should be typed in Arial 12 point font single spaced and no more than two pages in length. Resumes will not be considered a substitute for the SOQ and failure to follow the instructions may result in disqualification.

  1. Describe your experience leading a team responsible for the management and maintenance of IT infrastructure, including both on-premises and cloud environments. Provide specific examples of how you ensured the availability, security, and reliability of these systems. Highlight your experience with server management, network equipment, and software applications
  2. Describe you experience in developing and implementing backup and disaster recovery strategies. Explain how you ensured high availability and disaster recovery readiness. Include specific examples where possible.
  3. Describe your experience leading a major incident response related to core GCP infrastructure (e.g., a regional failure, networking issue, or security breach). What was your communication strategy, and what critical lessons did you bring into future processes?
  4. Based on your experience, how has implementing and utilizing Infrastructure as Code impacted your ability to manage and maintain IT infrastructure? Provide specific examples of situations where IaC significantly improved efficiency, consistency, or security.

Maintain regular and acceptable attendance at such a level as is determined at the Department's sole discretion. Perform all work in accordance with DIR-OIS Compliance Policy and Procedure Directives and Memoranda.

Must possess working knowledge of Google Cloud Platform (GCP).

Invest in continuous education or certification to maintain up-to-date knowledge in information technology, emphasizing infrastructure services.

Promote and advocate for the foundational information system principles of Confidentiality, Integrity, and Availability (CIA) throughout the organization.

Ensure compliance with relevant federal and state laws, rules, regulations, and internal policies regarding IT operations, data privacy, security, and ethics.

Understand and implement industry standards, data privacy regulations, and compliance requirements to enforce best practices.

Keep current with emerging trends and best practices (including AI, machine learning, and cloud-based platforms) and evaluate their impact on IT strategy.

Knowledge of the end-to-end Software Development Life Cycle (SDLC).

Knowledge of Continuous Integration/Deployment (CI/CD) concepts and tools (e.g., Jenkins, GitHub, Maven).

Knowledge of software security best practices, including security flaw identification, mitigation, and correction.
