Job Description and Duties

Under the direction of an Accounting Administrator I (Supervisor), the Associate Accounting Analyst is responsible for independently providing full accounting and financial services, performs highly complex analytical duties and has responsibility for the budgetary and financial reporting activities of the Department of Transportation Bond Funds (Governmental Cost and Non-Governmental Cost). Duties include accurate recording, reconciliation and reporting of accounting general ledgers and appropriations within the funds assigned while maintaining the proper internal controls. This position requires an understanding of the entire State Fund Accounting process along with the ability to use the necessary computer applications such as Excel, Word, Microsoft Outlook, PowerPoint and Advantage system. All work is completed by applying the General Accepted Accounting Principles (GAAP), State Controller’s Office (SCO) rules and regulations, State Administrative Manual (SAM), and Uniform Codes Manual (UCM).

Working Conditions

Position located at 1820 Alhambra Blvd., Sacramento, Sacramento County.

Multiple positions may be filled from this recruitment.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of accounting principles and financial statement preparation.
  • Knowledge of California State budget, SAM, UCM and Government Code.
  • Excellent written and communication skills.
  • Ability to analyze data, draw conclusions, and make recommendations.
  • Ability to establish workload priorities, work under pressure, and meet deadlines.
  • Ability to work independently and collaborate in a team environment.
  • Ability to interpret and apply laws, rules, regulations and procedures.
  • Proficient in Microsoft Outlook, Excel, Word and other computer applications.
  • Self-driven, reliable, and a positive attitude.
