About this Role:

Under general direction of the Manager II, the Supervisor II manages, supervises and directs the activities of multidisciplinary staff for the Provider Reimbursement Unit (PRU) and Hospital Quality Assurance Fee (HQAF) Unit.

Pursuant to federal and state statute, the Supervisor II directs and plans the administration of the supplemental payment programs within PRU and the HQAF Unit. Implementation of each HQAF Program Period requires coordinated development and implementation activities with other DHCS Divisions and offices.

The Supervisor II works collaboratively to maintain an environment of teamwork and open communication within DHCS and a proactive and positive relationship with hospitals, federal representatives, and other stakeholders impacted by the supplemental payment programs within PRU and the HQAF Unit.

This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office.

Statement of Qualifications Requirement Section:

Applicants must submit a Statement of Qualifications (SOQ) responding to the questions below. Responses must include total years of experience and examples. SOQs must be no more than four (4) pages typed, using 12 size font, business professional font and formatting. General SOQs or resumes that do not respond directly to the questions below will not be accepted.

Statement of Qualifications:

  1. Describe your experience analyzing state and federal laws, regulations and other legal requirements as it pertains to programs.
  2. Explain in detail your financial, Excel, data and other technical experience.
  3. Describe your experience with internal and external stakeholders.
  4. Describe your experience successfully building and developing teams.
  5. Describe your experience with handling heavy workload with competing priorities.

Candidates who do not complete and submit a SOQ may not be considered for this position.

Telework Information and Salary Information:

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Personal Leave Program (PLP) 2025 agreement:

Salary: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
